A major announcement before the Bihar elections
The 21st installment of the PM-KISAN scheme is being discussed extensively in the media and government circles. Experts predict that the central government may release this ₹2,000 installment by the first week of November, possibly before November 6 or 11, keeping in mind the Bihar Assembly elections.

Election Code of Conduct and PM-KISAN Payments
The Model Code of Conduct for the Bihar Assembly elections is already in effect, raising questions about whether the government can release a new installment of PM-KISAN during this period. Election experts believe that while no new schemes can be announced during the code of conduct, the process of releasing payments to beneficiaries under already approved and ongoing schemes is not halted.
In this situation, there will be no legal hurdles in releasing the 21st installment of PM-KISAN. Voting in Bihar will take place on November 6 and 11, and counting of votes is scheduled for November 14.
What is the PM Kisan Yojana and the Mandatory eKYC
The Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) Yojana was launched in February 2019 with the primary objective of providing financial assistance to all eligible farmers in the country. Under this scheme, eligible farmers receive financial assistance of ₹6,000 annually. This amount is transferred directly to the beneficiary’s bank account in three equal installments of ₹2,000 through Direct Benefit Transfer (DBT).
Most importantly, this 21st installment of the Pradhan Mantri Kisan Samman Nidhi will be received only by those farmers whose eKYC has been fully completed and whose bank accounts are linked to Aadhaar. Without eKYC, payments may be delayed.
