: Millions of government workers nationwide are eagerly anticipating the rollout of the . While talks are ongoing, with a deadline for discussions between employee unions and the government set for June 15th, the actual implementation may take some time. Given the lengthy wait for the Pay Commission’s recommendations to be put into action, there is much speculation about whether the dearness allowance (DA) will see an increase before then or if it will stay unchanged. Additionally, there are questions about how much the DA might rise in July.

Typically, the government raises the dearness allowance (DA) twice a year, once in January and again in July. This year, the DA was raised by 2% in January, and now all eyes are on the anticipated increase in July. However, in the past, after the establishment of the Pay Commission, the DA was frozen until its recommendations were enacted, after which the DA arrears were paid to employees. This has led employee organizations to wonder if this practice will continue this time or if the government will opt to raise the DA even before the recommendations are finalized.

What will the DA increase be in July?

Recent data on retail inflation has heightened expectations for a DA increase. It is thought that the government may opt to raise the dearness allowance in July as well. Employee organizations argue that the current dearness allowance is insufficient to meet their living costs. The inflation rate for industrial workers has risen from 149.1 percent in March to 149.6 percent in April. During the same period, retail inflation has gone up from 4.27 percent to 4.46 percent. Consequently, it is highly likely that the dearness allowance may be increased by 3 percent in July.

Central government employees and pensioners currently receive a 60% dearness allowance (DA). April inflation data shows that the average inflation rate over the past 12 months was 147.51%. When this rate is combined with the current fitment factor of 2.88, the DA estimate comes out to be approximately 62.51%, which rounds to 63%.

Currently, DA is being paid at 60%, so it is expected to increase by 3% in July. However, this is an estimate, and the final decision will be made by the government’s Union Cabinet. However, the July DA decision will be made only after the May and June inflation data are released.

Employee organizations have made several recommendations regarding the minimum salary in the 8th Pay Commission. They have said that the fitment factor for determining salaries should be increased to 3.83. Furthermore, future salaries should be determined by adding dearness allowance to the basic salary, as has been the case in the past. The organizations’ biggest demand is for a change in the family formula. Currently, wages are determined based on three members, but they demand that it be determined based on five members.
