New Traffic Rule: The Indian government’s Ministry of Road Transport is taking strict action against traffic violators. According to the draft of the new motor vehicle rules, if you fail to pay your fines on time and continue to drive, your vehicle’s registration certificate (RC) may be cancelled. Your driving license will also be suspended, and if you still attempt to drive, your vehicle will be seized. This won’t happen in every case, but it’s a serious warning for those who violate the rules.
Restrictions on Digital Portals
Under the new rules, if payment or proof of dispute is not submitted on the portal within 45 days of a challan (fine) being issued, the vehicle and license holder will be placed in the “non-transactable” category on the ‘Vahan’ and ‘Sarathi’ portals. This means you will be unable to perform any RTO-related transactions—such as vehicle transfer, fitness certificate renewal, or license renewal—until the outstanding fines are cleared.

Massive Action Planned in Uttar Pradesh
There are numerous pending fines across the country, and Uttar Pradesh leads in this regard. In UP alone, approximately ₹5,000 crore worth of fines are outstanding. The state traffic directorate has identified 3 lakh vehicles and 58,000 license holders for blacklisting. Vehicles with 5 or more pending fines will have their RCs blacklisted, and driving such vehicles on the road will be illegal.
Strict Penalties for Rule Breakers
The new rules will focus particularly on repeat offenders. Jumping a red light or engaging in dangerous driving three or more times in a single financial year will result in the suspension of the driving license for at least three months.

Option to Challenge Fines
To ensure fairness, the government has provided a facility to challenge fines on the online portal. If a person objects to an incorrect fine and the authorities fail to resolve the matter within 30 days, the fine will be considered invalid.
