While up to six tickets can be booked under one PNR for general coaches, the limit is four tickets for Tatkal bookings. The crucial point here is the TTE’s mention of “partial” waitlisted tickets—a concept often viewed as a “grey area” in the railway booking system, meaning clear information on the matter is not readily available.

Do the Railways not provide a refund?

If tickets for six people are booked under a single PNR and only one person secures a seat, the tickets of the remaining passengers are also considered “partially confirmed.” This is because the Railways does not issue a refund unless the passenger proactively applies to cancel the journey. Consequently, a passenger can travel by presenting a waitlisted ticket alongside a confirmed ticket—whether the tickets were booked online or offline.

What does the Railway say?

When we sought clarification on this matter by calling the RailMadad helpline (139), the representative stated clearly: “Only the passenger holding the confirmed ticket is permitted to travel; others will not be allowed. The other passengers would have to travel after paying a penalty, regardless of whether the tickets are Tatkal or General.

Full Cancellation – Full Refund!

In cases where a single PNR contains six tickets and at least one is confirmed (while the others remain uncancelled), some TTEs and staff members may pragmatically allow the passengers to travel.
However, if all tickets under a single PNR are cancelled and none are confirmed, travel is not permitted once the refund has been processed.
