Traffic New Rules: Now, ignoring a traffic challan after violating traffic rules will not be easy. If the challan is not paid on time, action can be taken, including the seizure of the vehicle. The Ministry of Road Transport and Highways has amended the Central Motor Vehicles Rules, 1989, making the entire challan process stricter and completely digital. According to the notification issued on January 20, 2026, a time limit has been set for everything from the issuance of the challan to its payment and objection. If no action is taken within the stipulated time, the challan will be considered automatically accepted.
Payment is mandatory within 45 days
Under the new rules, after receiving a challan, a person must either pay the amount within 45 days or challenge it on the online portal with the necessary documents. If neither payment is made nor an objection is filed within this period, the challan will be considered automatically valid and accepted.

Timely notification of the challan is mandatory
Now, a time limit has also been set for notifying of the challan. If the challan is issued manually or through any physical means, it must be delivered to the concerned person within 15 days. Information about challans issued electronically will be sent to the registered owner of the vehicle within 3 days. Information about the rule violation will also be sent via SMS or email. A record of all challans will be sequentially entered on the portal, allowing people to view all their challans online.
Decision on objection within three days
If a person considers the challan incorrect and challenges it, the authorized officer must decide within three days. If the officer does not make a decision within the stipulated time or cancels the challan with written reasons, that challan will be considered invalid, and the relevant order will be uploaded to the portal. In case of an incorrect challan, the person can also approach the court.

Strict Penalties for Pending Challans
If a challan remains pending and the individual takes no action, their driving license, vehicle registration, and other motor vehicle-related services will be suspended, except for matters related to motor vehicle tax. Such a vehicle will be marked as blocked on the portal, and vehicle seizure proceedings may also be initiated if necessary. The new rules aim to ensure strict adherence to traffic regulations and make the challan system transparent and effective.
