A major move before the 8th Pay Commission? Employees may benefit from the DA merger

8th Pay Commission Update: The new budget for the financial year 2026-2027 is about to be presented. This budget will include several new announcements. Among these, new announcements are likely for central government employees and pensioners. There is currently speculation that DA may be linked to the basic salary for government employees and pensioners before the implementation of the 8th Pay Commission. This discussion is taking place because the term of the 7th Pay Commission ended on December 31, 2025. The DA increase from January to June 2026 will be the first revision outside the scope of the 7th Pay Commission. While the work on the 8th Pay Commission has already begun, its implementation may take some time.

Reasons for the Delay in the Implementation of the 8th Pay Commission

The 8th Pay Commission has been a topic of discussion among employees and pensioners for a long time, but the reasons for the delay in its implementation are clear. Typically, a Pay Commission takes about one and a half years to prepare its report. The government then studies the report, seeks Cabinet approval, and finally, the implementation process begins. This entire process takes at least another six months. Therefore, it is believed that the 8th Pay Commission’s recommendations are unlikely to be implemented before the end of 2027. Meanwhile, employee organizations have demanded that the current 58 percent dearness allowance (DA) be added to the basic pay as interim relief.

However, the government’s stance on this demand is quite clear. In a written reply to Parliament, the government clarified that no proposal to merge the current DA into the basic pay is under consideration. The government states that DA and DR are given to employees and pensioners every six months to mitigate the impact of inflation. This increase is based on the inflation index known as AICPI-IW, and this arrangement is currently considered sufficient.

Employee organizations argue that if DA is added to the basic pay, the basic pay will automatically increase. This will directly impact HRA, transport allowance, and other allowances. Furthermore, it will also benefit pension calculations. Organizations also argue that the current DA does not fully reflect the true inflation rate, and therefore, it should be implemented as a temporary relief.

Regarding experience, during the 5th Pay Commission, the rule was that when DA reached 50 percent, it should be included in the basic pay. Under this rule, 50 percent of DA was merged into the basic pay in 2004. However, the 6th Pay Commission disagreed with this arrangement. The Commission believed that adding DA to the basic pay would require changing the inflation index base, which could lead to a reduction in the DA rate in the future. For this reason, the 6th Pay Commission did not recommend merging DA into the basic pay.

Given the current situation, it’s clear that the likelihood of integrating DA into basic pay in the near future is very low. The government remains firm on its stance. Therefore, until the 8th Pay Commission is implemented, the only hope for some relief for employees and pensioners is the DA increase received every six months.
