New Delhi: To economically empower women, the Central and State governments are implementing several special schemes. These schemes are proving to be highly beneficial on a large scale. The Bihar government, too, has launched an excellent scheme aimed at fostering economic prosperity among women.

The ‘Mukhyamantri Mahila Rojgar Yojana’ (Chief Minister’s Women’s Employment Scheme) is emerging as a transformative initiative. For the upcoming phase of this scheme, the government has completed all preparations to disburse the second instalment of ₹20,000 to eligible beneficiaries. The procedural formalities for this disbursement are scheduled to be completed within three days—specifically, by April 25. In this regard, Himanshu Sharma, the CEO of ‘Jeevika’ (Bihar Rural Livelihoods Promotion Society), has already issued an official circular. Beneficiaries may submit the necessary documents up until April 20, 2025.

1. Crucial Deadlines & Disbursement

The government is moving quickly to ensure funds reach the beneficiaries for the 2026 cycle.

  • Instalment Amount: Eligible women will receive ₹20,000 as the second instalment
  • Deadline for Processing: All procedural formalities will be completed by April 25, 2026.
  • MIS Recording: The specific trade or business selected by the beneficiary must be recorded in the Management Information System (MIS) by the April 25 deadline.

2. The “Personal Contribution” Rule

To ensure the beneficiary has a stake in the success of the enterprise, the scheme follows a co-investment model:

  • Self-Contribution: Along with the ₹20,000 from the government, the beneficiary must contribute ₹5,000 from her own savings.
  • Total Startup Capital: This creates a working capital of ₹25,000 to establish or expand the enterprise.

Second instalment to be Released Soon

The next instalment of the Mukhyamantri Mahila Rojgar Yojana will be released shortly. This instalment amounts to ₹20,000. By April 25, the specific trade or business selected by each beneficiary woman for utilising the second instalment will be duly recorded in the Management Information System (MIS). There is no fixed deadline for availing the benefits of this scheme.

Whenever a beneficiary applies—provided she meets the eligibility criteria—she will be entitled to receive the scheme’s benefits. Furthermore, in conjunction with the second instalment, the beneficiary is required to contribute an additional ₹5,000 from her own resources to establish her enterprise. This initiative is specifically designed for women who aspire to achieve self-reliance through self-employment. To commence their business, beneficiaries must supplement the funds received through the scheme with a personal capital contribution of ₹5,000.

Key Criteria for Receiving the Second Instalment

Information regarding the utilisation of the funds received in the first instalment must be duly recorded in the management information system.

Additionally, it is mandatory for beneficiaries of the Mukhyamantri Mahila Rojgar Yojana to undergo training in basic financial literacy.

Regular attendance at Self-Help Group (SHG) meetings and a consistent record of savings over the preceding three months are also mandatory requirements.

Furthermore, the beneficiary must possess a viable business plan, which requires formal recommendation and approval from the respective Village Organisation.

It is also mandatory to ensure the full repayment of any outstanding loans and to maintain the income-expenditure ledger (account book) on a regular basis.

The Role of the Village Organisation in the Selection Process

The Village Organisation plays a pivotal role in the application and selection process for the second instalment of the CM Mahila Rojgar Yojana. Meanwhile, the Village Organisation will undertake the physical verification of all received applications and utilisation certificates. A report regarding eligibility verification will be obtained from the concerned Self-Help Group. If all conditions are met, the Village Organisation will forward the application form and supporting documents—along with its recommendation—to the Block Jeevika Unit.
