When will the 8th Pay Commission be implemented?

The government was asked when the new pay commission’s recommendations would be implemented and how many beneficiaries would be included. This was the question Minister of State for Finance Pankaj Chaudhary provided in writing in the Lok Sabha on Monday.

The Minister of State for Finance briefed the House on the question regarding the implementation of the 8th Pay Commission and finalization of its Terms of Reference (ToR). He informed the Lok Sabha that the 8th Pay Commission has already been constituted. Along with the formation of the Commission, its scope of work and responsibilities (ToR) have also been finalized. This ToR was officially notified through a resolution of the Ministry of Finance on November 3, 2025. The Minister of State for Finance clarified to the House that the date of implementation of the 8th Pay Commission “will be decided by the Government.”

Will funds be allocated?

Responding to a question about whether the government proposes to allocate funds to implement the 8th Pay Commission, the Minister stated that the government will make appropriate funding provisions to implement the accepted recommendations of the 8th Pay Commission. Responding to questions in Parliament, the Minister of State for Finance stated that this would benefit 50.14 lakh central government employees and approximately 69 lakh pensioners.

When will the recommendations be submitted?

On the question of when the Commission will submit its recommendations and when the government will implement them, the government said that in the notification issued on November 3, 2025, it has been clearly stated that the 8th Pay Commission will submit its recommendations within the next 18 months from the date of its formation.

Procedure and manner of consultation

Responding to a question whether the 8th Pay Commission will consult all key stakeholders such as central government employees and pensioners’ organisations before giving its final recommendations, the government said the 8th Pay Commission will itself devise a methodology and process for preparing its recommendations.
