DA Hike Gratuity Calculation: The Central Government’s latest 3% Dearness Allowance (DA) hike will also affect the retirement gratuity of eligible government employees. The Union Cabinet has approved an increase in DA from 60% to 63% of Basic Pay, effective from July 1, 2026.
The decision will benefit approximately 48.54 lakh Central Government employees and 68.71 lakh pensioners. While pensioners will receive higher Dearness Relief (DR), eligible employees approaching retirement may also receive a higher gratuity because DA forms part of the emoluments considered for its calculation.
However, the additional benefit will depend on an employee’s last drawn Basic Pay, qualifying service and applicable gratuity ceiling. It does not mean that every employee will receive an additional ₹50,000.
How Is Retirement Gratuity Calculated for Central Government Employees?
For employees covered by the Central Civil Services (Pension) Rules, 2021, retirement gratuity is calculated under Rule 45.
Under this rule, an eligible government employee receives gratuity equal to one-fourth of the applicable emoluments for every completed six-month period of qualifying service.
The calculation is subject to a maximum of 16.5 times the emoluments.
For this purpose, emoluments include the applicable Basic Pay and Dearness Allowance on the date of retirement. If the employee’s emoluments were reduced during the last 10 months of service, the average emoluments under the applicable rules may be considered instead.
Retirement gratuity formula:
Retirement Gratuity = (Basic Pay + DA) × 1/4 × Completed six-month periods of qualifying service
The maximum qualifying service counted for this calculation is 66 six-month periods, equivalent to 33 years.
An employee generally needs at least five years of qualifying service and must meet the applicable eligibility conditions under Rule 45 to receive retirement gratuity.
₹80,000 Basic Pay: How Much More Gratuity Will an Employee Get?
Consider a Central Government employee with a last drawn Basic Pay of ₹80,000 and 33 years of qualifying service.
Since 33 years represent 66 completed six-month periods, the employee qualifies for the maximum multiplier of 16.5 times the applicable emoluments.
Gratuity Calculation at 60% DA
- Last drawn Basic Pay: ₹80,000
- DA at 60%: ₹48,000
- Total emoluments: ₹1,28,000
- Qualifying service: 33 years
- Applicable multiplier: 16.5
Gratuity = ₹1,28,000 × 16.5
Total retirement gratuity = ₹21,12,000
Gratuity Calculation at 63% DA
Following the latest DA hike, the calculation changes as follows:
- Last drawn Basic Pay: ₹80,000
- DA at 63%: ₹50,400
- Total emoluments: ₹1,30,400
- Qualifying service: 33 years
- Applicable multiplier: 16.5
Gratuity = ₹1,30,400 × 16.5
Total retirement gratuity = ₹21,51,600
How Much Additional Gratuity Will the Employee Receive?
| Particulars | At 60% DA | At 63% DA |
|---|---|---|
| Basic Pay | ₹80,000 | ₹80,000 |
| DA | ₹48,000 | ₹50,400 |
| Total emoluments | ₹1,28,000 | ₹1,30,400 |
| Gratuity | ₹21,12,000 | ₹21,51,600 |
Additional gratuity: ₹39,600
Therefore, in this example, the 3-percentage-point DA increase raises the employee’s estimated retirement gratuity by ₹39,600.
The calculation assumes that the employee’s qualifying service, Basic Pay and other relevant conditions remain unchanged.
What Is the Maximum Gratuity Limit for Central Government Employees?
The maximum retirement gratuity and death gratuity limit for eligible Central Government employees was increased from ₹20 lakh to ₹25 lakh with effect from January 1, 2024.
The revision followed the increase in DA to 50% of Basic Pay and was implemented under the applicable government orders.
This ₹25 lakh ceiling is important when calculating the actual benefit of the latest DA hike.
If an employee’s calculated gratuity remains below ₹25 lakh, an increase in DA can raise the payable amount, subject to the applicable rules.
However, if the calculated gratuity already reaches the ₹25 lakh ceiling, a further increase in DA will not raise the payable gratuity beyond that limit.
Which Employees Will Benefit More from the DA Hike?
The impact of the DA increase will vary from one employee to another.
Employees whose gratuity calculations remain below the ₹25 lakh ceiling may receive a higher retirement benefit. The actual increase will depend on their Basic Pay and completed qualifying service.
Employees with longer qualifying service and higher Basic Pay may see a larger increase in their calculated gratuity. However, the ₹25 lakh ceiling can restrict the final payable amount.
Employees with shorter qualifying service will generally have a lower multiplier, so their additional gratuity may also be smaller.
Does the 63% DA Rate Apply to Every Central Government Employee?
The Union Cabinet’s October 28, 2026 decision increases DA for Central Government employees covered by the applicable 7th Central Pay Commission structure, effective July 1, 2026.
The Department of Expenditure issued the corresponding order on October 29, 2026.
However, separate DA orders apply to Railway employees and Armed Forces personnel. Gratuity calculations also depend on the pension or gratuity rules applicable to an employee’s service category.
Therefore, employees should check the rules applicable to their particular service before estimating their retirement benefits.
