Gratuity Rule- This rule has come on gratuity, the government gave information

New Gratuity Rule- The service rendered by a central government employee in an autonomous body will be counted for grant of gratuity, this information was given to the Rajya Sabha on Thursday.

Union Minister of State for Personnel Jitendra Singh said in a written reply that the Department of Pension and Pensioners’ Welfare (DOPPW) has notified the Central Civil Services (Payment of Gratuity under National Pension System) Rules, 2021 for civilian employees of the Central Government. He said that these rules do not automatically apply to the employees of autonomous bodies.

Union Minister of State for Personnel Jitendra Singh said, “However, DoPPW vide Office Memorandum (OM) dated February 12, 2020 has provided that in case of retirement from autonomous bodies having National Pension System (NPS) with provision of death gratuity for its employees similar to the Central Government, the service rendered in the autonomous body shall be counted for grant of gratuity in the Central Government. Provided that the employee resigns with due permission to take up another appointment in the Government.

The minister said that the payment of gratuity by autonomous bodies, payment of interest or calculation of service period etc., depend on the gratuity rules followed by that particular autonomous body. That is because the rules of the Department of Personnel and Public Grievances do not automatically apply to the employees of autonomous bodies.

When asked about the details of the status of the rule, he said, “It allows an NPS employee transferred from an autonomous body to a government body with due permission and technical resignation to elect not to count his previous service in the autonomous body in the Central Government and receive payment of gratuity for such previous service.”

Manjit Singh Patel, president of the All India NPS Employees Federation, welcomed the Centre’s response and said it would help clear any doubts in the minds of the concerned employees.

He told that the government’s decision that service rendered in an autonomous body will be counted for providing gratuity in the central government is a very welcome move. This will help in clearing any doubts in the mind of the concerned government employee.
