DA Arrear: The anticipation for an increase in the dearness allowance (DA) for central government employees is becoming more prolonged. Over 10 days have gone by since April began, yet the DA hike for employees remains unannounced. This postponement could affect the April salaries of central government workers. What is the issue?
Usually, the central government reveals a DA increase in March, coinciding with Holi. This increase is applicable for the first half of the year. After the March announcement, employees see a salary boost in the following month, which also includes arrears for January and February. However, this time, due to the delay in allowances, central government employees might have to wait until May.
In fact, numerous central government departments calculate salaries from the 15th of one month to the 15th of the next. This means that the salary is computed from the 15th of the previous month to the 15th of the current month. If the DA announcement is delayed, it’s possible that the May salaries for central government employees will reflect DA arrears for four months: January, February, March, and April.
What do experts say?
Financial experts concur that this year’s DA announcement is slightly delayed compared to previous years. Adhil Shetty, CEO of BankBazaar, provided insight into the situation, stating, “This is likely due to administrative sequencing and the transition to the 8th CPC framework, which necessitates a reconciliation between the updated pay structure and inflation data.” He added that this delay seems to be a timing issue rather than an intentional one. According to Shetty, current trends suggest a modest increase of about 2-3 percent, which would elevate the total DA level to approximately 60 percent or 61 percent.
Several organizations representing central government employees have already written to the Finance Ministry, demanding an immediate announcement or clarification regarding dearness allowance (DA). Manjeet Singh Patel, president of the All India NPS Employees Federation, said, “The central government has not made any announcement regarding DA, nor has it provided any reason for the delay. The government should immediately make an announcement or issue a clarification regarding this delay.”
Additionally, another letter from the Confederation of Central Government Employees and Workers stated that the DA was usually announced in the last week of March, and the three-month arrears were paid in the first week of April each year. The delay in its announcement has caused widespread anxiety and apprehension among employees and pensioners.
