8th Pay Commission: Amid the 8th Pay Commission, important updates have surfaced regarding the Children Education Allowance (CEA) for central government employees. The Department of Posts, part of the Ministry of Communications, has provided clarifications through frequently asked questions (FAQs) about the eligibility for reimbursement claims of the Children Education Allowance by government employees. As a result, employees will no longer need to rush for the allowance.
As reported by Financial Express, the reimbursement amount for the children’s education allowance for government employees is set at Rs 2,812.5 per month (fixed). If the child resides in a hostel, the hostel subsidy will be Rs 8,437.5 per month (fixed), irrespective of the actual expenses incurred by the government employee. This limit will automatically rise by 25% each time. Moreover, whenever the dearness allowance (DA) increases by 50%, this allowance will also see an automatic increase of 25%.
How can you obtain the children’s education allowance?
This reimbursement is accessible only if the child is enrolled in a recognized educational institution. Additionally, this reimbursement is limited to the two eldest children of a government employee. In cases where both spouses are government employees, only one can claim reimbursement under the Children Education Allowance. Claims for reimbursement can only be made once a year, following the conclusion of the financial year.
If a child has to repeat a class due to the implementation of the New Education Policy (NEP-2020), the government is providing a one-time special exemption. Furthermore, CEA will now be applicable for three classes (Nursery, LKG, and UKG) before Class 1. This regulation will take effect from the 2023-24 academic year.
To claim the allowance, a certificate from the head of the institution must be submitted. This certificate should specify the duration of the child’s education. Additionally, for hostel subsidies, a certificate from the head of the institution is also required.
An additional condition is that the certificate must indicate the amount the government employee spent on board and lodging in the residential complex. The government has also clarified that employees will continue to receive this allowance even if they are on leave or suspended.
In the event of retirement, dismissal, or removal from service, the allowance will be paid until the end of the academic year in which the employee left service. In cases of reinstatement by the court, the allowance will be determined based on the decision of the competent authority.
