8th Pay Commission: The most debated topic among central employees and pensioners is when the arrears of the Eighth Pay Commission will be paid. It was long believed that the pending payments could be made by 2027 or, at the latest, Diwali 2028. However, this speculation has now taken a new turn. Shiv Gopal Mishra, General Secretary of the All India Railway Men’s Federation (AIRF), claimed that, according to the government’s plans, the arrears payment is likely to be made before or around the 2029 Lok Sabha elections. This indicates that employees may have to wait longer.
The government will make a major decision before the elections
Shiv Gopal Mishra said that the Pay Commission process typically lasts 18 months, but the union will strive to have the Commission prepare its report within a year. He intends to request Commission Chairperson Ranjana Prakash Desai to expedite the entire process. He also clarified that if the Commission itself does not recommend implementation, the union will directly negotiate with the government to ensure the early implementation of the recommendations and the timely payment of arrears.

New Commission to be effective from January 1, 2026
According to AIRF, the recommendations of the Eighth Pay Commission will be considered effective from January 1, 2026. Based on this, the government will have to make arrangements for the payment of arrears in advance. This step could be a relief for both employees and pensioners, but several financial and administrative aspects need to be considered before implementing it.
What will be included in the Eighth Pay Commission?
The government has clarified that the primary objective of the Eighth Pay Commission is to review the pay structure of central employees and pensioners. This will include salaries, allowances, bonuses, gratuity, and performance-linked incentives. Furthermore, the Commission will also ensure that it does not increase financial pressure on the central government and maintains economic balance.

The Commission is also tasked with eliminating inequalities by comparing the pay scales of state governments with those of PSUs and the private sector.
Commission Composition Report
The Central Government has appointed three members to the Commission. Former Supreme Court Justice Ranjana Prakash Desai has been appointed Chairperson. Professor Pulak Ghosh is a part-time member, and Pankaj Jain serves as Member-Secretary. The Commission may also issue interim reports as needed, providing relief to employees from time to time.
