Representatives of the Government Employees National Confederation (GENC) met Union Minister Dr. Jitendra Singh on 4 August 2025. The most prominent issue of this meeting was the formation of the Eighth Pay Commission. The employees demanded the formation of the commission as soon as possible. On this, the minister assured that discussions are going on and a decision will be taken soon. This news is a relief for all those employees who are waiting for the salary hike.

The government’s stand on the Old Pension Scheme (OPS)

The demand to reinstate the Old Pension Scheme (OPS) by abolishing NPS (National Pension System) and UPS (Unified Pension Scheme) was also raised in this meeting. The minister took the issue seriously and immediately organized a meeting with the pension secretary of GENC, which indicates that the government is considering the issue. However, the demand for 18 months’ DA arrears was clearly rejected by the government.

Other important demands and the government’s response

Employees raised many more important issues in the meeting:

  • The demand to increase the 5% limit of compassionate appointments was rejected by the minister, citing legal limits.
  • There was no change in the demand to reduce the period of pension restoration from 15 years to 12 years.

8th Pay Commission

  • The demand to reduce the minimum period for promotion was assured to be placed before the Eighth Pay Commission.
  • On the complaint of non-availability of cashless treatment facility in CGHS and CS(MA) hospitals, the minister assured to take up this issue with the health ministry seriously.
  • On the demand for regular JCM (Joint Consultation Mechanism) meetings, the minister directed all ministries to strictly implement it.

It is clear from this meeting that discussions are going on between the government and employee organizations on issues like the Eighth Pay Commission and restoration of OPS. Although some demands have been rejected, a positive attitude has been seen in some. It remains to be seen when the government takes a final decision on all these demands.
