Waiting will not exceed 25%
The Railways has now clarified that the number of waiting tickets in any class will not exceed 25% of the total seats. This simply means that if a coach has 100 seats, the waiting list will be limited to only 25. This rule will also provide relief to women and disabled passengers.

Railway Confirmation Formula
Many applications on the market provide confirmation probability, but they are not always accurate. The Railways has shared an internal formula based on average data, which can provide a fairly accurate estimate:
Cancellations-On average, 21% of passengers cancel their tickets after booking them.
No Shows-Approximately 4–5% of passengers do not board the train even after booking a ticket.
Emergency Quota-The Railways’ emergency quota, which is not fully utilized, is also converted to a waiting list.
Aggregating these figures reveals that approximately 25% of the total seats may be vacant and transferred to the waiting list.
Confirmation Probability by Coach
A sleeper coach has a total of 72 seats. According to average railway data, approximately 25% of seats may remain vacant due to cancellations and emergency quotas, or approximately 18 seats. This means that approximately 18 waiting tickets in a sleeper coach have a very good chance of getting confirmed. If a train has 10 sleeper coaches, 10 × 18 = 180 seats are expected to be confirmed. The same calculation applies to AC coaches.
