Rules Changing From November 1 – How LPG, GST and Mutual Funds Will Be Affected

Rules Changing from November 1: The month of October has come to an end, and a new month begins tomorrow. Consequently, significant changes to the country’s financial regulations will take effect from November 1. These include the announcement of new prices for LPG cylinders.

Additionally, the GST Council is introducing measures to simplify the processes for filing returns and claiming refunds; these changes are expected to provide relief to taxpayers regarding tax notices and refund procedures. Furthermore, there are updates to mutual fund regulations, with ‘direct plans’ now becoming the default option. Let us examine these regulatory changes in detail.

Major Changes to GST Laws
The GST Council has proposed several reforms, with some changes potentially coming into effect as early as November 1, while others are slated for implementation from April 1, 2027. The Finance Department will upload draft forms for GSTR-1, GSTR-1A, and the Invoice Furnishing Facility (IFF) on the ‘myGov’ portal to invite public feedback. These revised forms are expected to be implemented starting April 1, 2027.

Caller Identification to be Displayed
The Department of Telecommunications has issued a directive requiring all telecom operators to implement the ‘Calling Name Presentation’ (CNP) service, effective November 1, 2026. Users will be able to see both the name and the number of the person calling, making it much easier to identify callers. This initiative is also aimed at enhancing security. Telecom companies have already conducted testing for this feature using 4G and more advanced network technologies.

Changes to Mutual Fund Regulations
Starting tomorrow, November 1st, SEBI is mandating that ‘direct’ mutual fund plans be set as the default option on the digital platforms of mutual fund houses (MFHs). This essentially means that if an investor chooses a different (non-direct) plan, they will be explicitly informed beforehand about the higher costs associated with it. Furthermore, SEBI is amending listing and disclosure regulations to simplify the existing framework.

Significant Changes to LPG Cylinder Prices
State-run oil companies review LPG cylinder prices on the first of every month. Recently, there has been a sharp rise in crude oil prices, which may lead to a revision in the prices of 19 kg commercial LPG cylinders. Commercial cylinder prices had already seen an increase in September. Currently, the price of a commercial cylinder in the national capital, Delhi, stands at ₹2,810, while the price of a domestic LPG cylinder is ₹942.
