FASTag Rule Change: The central government has updated the rules for discounted Fastag to make toll exemption more accessible and convenient for persons with disabilities (PWDs). Based on an announcement from the Ministry of Road Transport and Highways, these updated guidelines will take effect starting October 2, 2026.

The government’s goal with these changes is to create consistency in how FASTag is distributed nationwide and give relief to eligible individuals by reducing the need for repeated paperwork.

What changed in the new rules?

Under the updated rules, vehicles that are specially designed and built for use by physically challenged persons, as well as vehicles registered in the ‘Divyangjan’ ownership category, will receive discounted FASTags based on the disability percentage shown in the disability certificate, Unique Disability ID (UDID) card, or other approved documents.

Previously, people with disabilities had to renew their discounted FASTag annually. Now, the tag’s validity period is directly tied to their disability percentage.

According to the new guidelines, discounted FASTags given to individuals with 70% to 100% disabilities will last for five years. For those with disabilities between 40% and 70%, the FASTag will be valid for three years. Once this period ends, eligible individuals can renew their FASTags following the eligibility requirements and rules outlined in the National Highway Fee Rules, 2008.

What did the government say?

The government says the new system will make the national highway tolling system more accessible, transparent, and user-friendly for people with disabilities. It will also ensure that toll exemptions are granted only in accordance with established rules and eligibility criteria. Meanwhile, the government recently reported that the FASTag annual pass, launched on August 15th of last year, has surpassed 10 million users.

This feature is available for non-commercial vehicles and can be activated by paying a one-time fee through the Highway Travel app. The Annual Pass offers validity for one year or up to 200 toll plaza crossings for a one-time payment of Rs 3,075, reducing the need for frequent FASTag recharges.
