This question was roaming in the minds of lakhs of pensioners across the country for a long time, because after retirement, they do not get the benefit of LTA (Leave Travel Allowance) or LTC. Now, an official answer has come from the central government on this, which has rekindled hopes.

In fact, in January this year, the Defense Accounts Pensioners Welfare Association wrote a letter to the Ministry of Finance demanding that retired employees should also get the facility of ‘All India LTC’ once every four years. They argued that retired employees should also get the opportunity to meet and travel to their relatives in the country.

Now, the Department of Personnel and Training (DoPT), which comes under the Ministry of Personnel, Public Grievances and Pensions, has responded to this. It has been said in this answer that their suggestions have been recorded, and appropriate action will be taken on them at the right time. This answer is not a direct approval or denial, but it is clear that the government is seriously considering this demand.

What is LTC, and why is it important for pensioners

LTC is a travel facility for central government employees. Under this, they get a chance to travel twice every four years: once to their hometown and once to any part of India. The government bears the cost of these trips, which includes rail or air fare.

But after retirement, this facility stops, due to which pensioners have to bear the cost of their travel themselves. This is the reason why many pensioners’ organizations have raised the demand that they should also get the facility of LTC in a limited scope. According to them, travel after retirement is not just entertainment, but a necessity. It not only strengthens social relationships but also promotes emotional bonding. Satpal Singh of the Defence Accounts Pensioners Association had also emphasized this in his letter.

A ray of hope or just an assurance

On behalf of DoPT, Under Secretary Lalit Kumar replied that the suggestions given in his letter dated 17.01.2025 have been recorded and “action will be taken at the appropriate time.” This answer is interesting in itself. It is neither a straight ‘yes’ nor a ‘no’, but words like ‘recorded’ and ‘action at the appropriate time’ in government processes often indicate that the demand is being considered. It has not been completely rejected, but it has been kept under consideration. This is a ray of hope for lakhs of pensioners, who now want to travel comfortably after serving the country for decades.

What can happen next

In the coming time, there is a possibility that the government may resume the LTC facility for pensioners in a limited form. In line with the demand of the employees, pensioners can also get the benefit of LTC for traveling all over India once every four years. Travel permissions may be restricted to a certain fare or class (such as economy class air travel or second class AC rail travel) so that the government exchequer is not overburdened. Some special provisions may be made for senior pensioners, such as additional discounts in travel or the benefit of special facilities.
