Government Schemes: The Comptroller and Auditor General of India (CAG) is set to conduct a comprehensive audit of the ground-level implementation of nine major central government schemes. This audit will be conducted directly at the beneficiary level to understand whether the actual benefits of the schemes are reaching the right people. Madhya Pradesh has been chosen as the pilot state for this large-scale study, with the survey being conducted in Satna, Burhanpur, and Datia districts. This is the first time such a detailed beneficiary-level audit is being conducted in the state.

Who is Eligible for the Schemes?

During this survey, it will be verified whether the people deemed eligible for government schemes are actually eligible. It will also be checked whether ineligible or fraudulent beneficiaries are receiving benefits. The objective of this process is to eliminate incorrect inclusions in the schemes and strengthen the identification of genuine beneficiaries.

Verification at the Ground Level

A two-member expert team from the Principal Accountant General’s office has arrived in Satna. Under the supervision of this team, the appointed survey agency will conduct physical verification by visiting the beneficiaries’ homes. The survey will be conducted entirely at the ground level, so that the difference between the paper records and the ground reality can be clearly revealed.

These Schemes Will Be Under Special Scrutiny

The schemes that will be audited by the CAG include MGNREGA, Pradhan Mantri Kisan Samman Nidhi, Ayushman Bharat, Pradhan Mantri Awas Yojana, Swachh Bharat Mission, Ujjwala Yojana, and other centrally sponsored schemes. The status of beneficiaries, the reality of the benefits received, and the quality of implementation will be examined for all these schemes.

Beneficiary Status to be Verified

The survey will also check whether the houses, toilets, or other facilities provided to beneficiaries under the schemes actually exist and are being used. Furthermore, any intermediaries between the beneficiaries and the benefits, and their role, will also be analyzed.

Verification Through Database

The survey agency will select beneficiaries based on the official database of the respective schemes and verify the information by visiting their homes. After analyzing the findings of this survey, important decisions can be made regarding the future and improvement of the schemes. In Satna district, this entire process is being coordinated by the Chief Executive Officer of the District Panchayat.

Survey is being conducted without prior notice

To maintain the impartiality of the survey, information about which beneficiaries have been selected under which scheme is not being made public. The survey team is visiting the identified beneficiaries without any prior notice, so that an accurate assessment of the actual situation can be made.
