New Delhi: After Bihar, a nationwide SIR has been announced. The second phase of voter list revision is also set to begin soon. This phase will be for those states and union territories where assembly elections are scheduled in 2026, 2027, and 2028. The second phase of SIR will be conducted in 12 states and union territories. The Election Commission has also released the schedule for this.

For this, the staff will first be trained. Then, starting December 4th, door-to-door polling will be conducted to collect information from voters and prepare a new list. The draft voter list will be presented on December 9th, 2025. The states where SIR will be conducted include Andaman and Nicobar Islands, Chhattisgarh, Goa, Gujarat, Kerala, Lakshadweep, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh, and West Bengal. The Election Commission has already completed a special intensive revision in Bihar. The assembly elections in Bihar are being held immediately after the SIR.

What will be the schedule for the SIR?

Chief Election Commissioner Gyanesh Kumar shared information related to the SIR. During a press conference, Gyanesh Kumar stated that the first phase of the SIR process will begin tomorrow. Printing and training will run from October 28, 2025, to November 3, 2025.

Following this, door-to-door voter surveys will be conducted from November 4, 2025, to December 4, 2025. The draft voter list will be presented on December 9, 2025. Certain documents will be required to be included in the voter list during the SIR.

What documents will be required?

You must have certain documents for the special intensive revision of the voter list. This includes documents such as a pension payment order issued by the central or state government, a certificate issued by a government or local body, a bank, a post office, or the LIC, a birth certificate, a passport, an educational certificate, a permanent residence certificate, a forest rights certificate, a caste certificate, and a family register prepared by a state or local body.

Explaining the definition of the voter list, the Election Commission stated that, according to Article 326 of the Constitution, a person must be a citizen of India to become a voter. Furthermore, they must be at least 18 years of age, be a permanent resident of the area, and not be disqualified under the law.

When will elections be held in states with SIR?

The Election Commission will launch the second phase of SIR in states with assembly elections in the next three years. These include West Bengal, Kerala, Tamil Nadu, and Puducherry, where assembly elections will be held in 2026. Goa, Gujarat, and Uttar Pradesh will have assembly elections in 2027, and Chhattisgarh, Madhya Pradesh, and Rajasthan will have assembly elections in 2028. Andaman Nicobar and Lakshadweep are union territories.
