Smart RC Card: The Uttar Pradesh government will introduce a significant change starting August 1, replacing the traditional paper-based Registration Certificate (RC) system with a new smart card-style RC. The smart RC, resembling an ATM card, will contain a high-tech electronic chip and a QR code. All newly purchased vehicles from August 1 must have this smart RC. An online application option will also be provided for existing vehicle owners who want to upgrade their paper RC to the smart card version.

The new smart RC will be similar in size to an ATM card, made of durable plastic, eliminating issues like tearing and damage that were common with paper RCs.The electronic chip within the smart RC will securely store essential vehicle details in an encrypted format, making it extremely difficult to tamper with or create counterfeit documents.

Traffic police or RTO officials can scan the QR code on the smart RC using mobile phones or handheld scanners during vehicle checks. This will provide instant access to real-time information such as insurance details, PUC status, and tax payments retrieved from the central vehicle database.

Guide on How to Submit an Online Application

If you have an old vehicle with a paper-based Registration Certificate (RC), there is a solution available. The government allows owners of older vehicles to convert their RC to a smart card. You can easily make an online application by following these steps:

Process of Application:

Vehicle owners can request a smart RC online by accessing the official ‘Vahan’ portal of the central government and providing their vehicle details.

Cost and Delivery

A small fee mandated by the government has to be paid during the application process. After completion, the new smart RC will be sent to the owner’s home address via Speed Post.

No more paper, you will get smart card

Until now, vehicle owners in the state were issued paper RCs, but under the new system, Smart RCs, the size of ATM cards, will be issued. These will contain an electronic chip and QR code , which will securely store vehicle and owner information in digital format.
