SIM Card Rules: If you are considering purchasing a new SIM card or changing your existing number, the process of doing so has been modified. In an effort to combat deceptive calls and the escalating cyber scams, the government has introduced stricter regulations for obtaining a mobile SIM. The Telecommunications (User Identification) Rules, 2026, were enforced on August 21st. It is now compulsory for all telecom services to conduct live biometric verification of users, which includes a live facial photo, fingerprint, or iris scan.
Recently, there has been a surge in cases involving fraudulent SIM cards being issued using others’ documents, leading to online fraudulent activities. To dismantle this network of telecom fraud and fake calls, the government has mandated live biometric verification for SIM activation. This measure aims to prevent the acquisition of a mobile SIM card through fraudulent or stolen documents.
New Process for Obtaining a SIM
Under the new guidelines, customers must undergo a stringent verification procedure when acquiring a SIM. Individuals with Aadhaar cards will only be able to procure a SIM after completing biometric e-KYC, verifying their identity through fingerprint scanning. Users without Aadhaar or those unable to provide fingerprint scans due to physical limitations can opt for a live facial scan or digital KYC (D-KYC) along with valid documentation. Following verification, a confirmation message will be sent to the user.
The regulations extend beyond acquiring a new SIM. Upgrading or replacing an existing SIM, changing personal details like name, gender, or date of birth, all require biometric verification. Additionally, transferring a SIM card is restricted to close relatives or legal heirs and necessitates thorough biometric authentication. When a SIM is issued under a company or business name, both the authorized representative and end user identities will be recorded.
Consequences of Fraudulent Activities
Individuals found submitting false documents or providing misleading information will face legal repercussions, with telecom providers mandated to promptly report any violations to the police. Violations can lead to immediate suspension or disconnection of services.
Data Privacy Measures
To safeguard customer confidentiality, Point of Sale vendors are prohibited from storing any biometric data. Telecom operators are instructed to enhance their systems’ security within a three-month timeframe.
