Rule Changes Effective October 1: With only two days left in September, the month of October is set to begin. Several significant changes are scheduled for October, ranging from LPG cylinder prices to booking rules. Additionally, regulations concerning bank ATMs and Fixed Deposits (FDs) are set to change. Furthermore, prices of appliances like refrigerators, televisions, and air conditioners may rise ahead of the festive season. Changes in LPG Cylinder Prices

Oil marketing companies typically revise and announce new LPG cylinder rates on the first of every month. These rates will be closely watched on October 1. While the price of 19-kg commercial LPG cylinders has seen fluctuations recently, the price of domestic cylinders has remained unchanged. Currently, a domestic cylinder costs ₹942 in Delhi, ₹968 in Kolkata, ₹941.50 in Mumbai, and ₹957.50 in Chennai.

Revised LPG Subsidy Rules

A second major change comes into effect on October 1 regarding the government’s domestic LPG subsidy. Users will now be required to complete Aadhaar authentication or e-KYC to receive the subsidy. Those who have not yet completed this process should do so immediately.

OTP-based Aadhaar LPG Delivery

The third major change starting October 1 is the introduction of an OTP-based delivery service for domestic LPG cylinder consumers. This simply means an OTP will be sent to the customer’s mobile number; verification will follow, and the cylinder will then be delivered.

Changes in ATF Prices

Oil marketing companies do not just revise LPG cylinder prices at the start of the month; they also issue new rates for aviation fuel, or Air Turbine Fuel (ATF). Any change in these rates impacts the travel costs for air passengers. Currently, ATF is priced at ₹104,927 per kilolitre in Delhi, ₹109,450 per kilolitre in Kolkata, ₹98,247 per kilolitre in Mumbai, and ₹109,873 per kilolitre in Chennai.

Changes to SBI ATM Rules

If you are an SBI customer, you will see changes regarding SBI ATMs from October 1, 2026. The bank has introduced charges for cash withdrawals for both savings and salary account holders. While the bank allows four free withdrawals per month, any additional withdrawal will incur a charge of ₹15 plus GST. Previously, the limit for salary account holders was 10 withdrawals per month, but this has now been reduced to five. Exceeding this limit will attract a charge of ₹23 plus GST, while non-financial transactions will incur a charge of ₹11 plus GST.

Rules Regarding FD Rates

The RBI is revising regulations concerning Fixed Deposits (FDs), specifically regarding interest rates. These changes will come into effect on October 1. Under the new rules, banks must update their FD rate details by 10:00 AM. Additionally, interest rates will be uniform across all branches, ensuring no discrimination.

Investment by NRIs

Previously, purchasing property from an NRI involved a significant amount of paperwork compared to standard transactions. However, the process is set to change starting October 1st. This essentially means the Income Tax Department is simplifying the TDS process for non-resident sellers. From this date, resident individuals and Hindu Undivided Families (HUFs) purchasing property from non-residents will no longer need to obtain a separate Tax Deduction Account Number (TAN) for TDS purposes; instead, they will be able to deduct, deposit, and report TDS using their PAN cards.

Birth and Death Certificates: Mandatory Requirements

Changes regarding the registration of birth and death certificates are coming into effect on October 1st, with stricter rules being implemented for delays. Reports indicate that hefty penalties may be imposed for registrations made after the standard 21-day window. Additionally, an affidavit will now be required for late registrations filed after the deadline.
