November 1 Rule Changes – How Will Pensions, GST, LPG, FD & Mobile Calling Affect Your Pocket?

Rule Changes from November 1st: The beginning of a new month often brings changes to various government regulations, which can significantly impact the finances of the general public. Starting November 1, 2026, there are key updates to keep in mind, including the submission of the ‘Jeevan Pramaan Patra’ (Life Certificate) for pensioners, the Income Tax Return (ITR) filing deadline for businesses subject to tax audits, and potential adjustments to LPG cylinder prices.

If you are a government pensioner or are planning to purchase gold jewellery, you should take note of certain important dates. In November, pensioners are required to submit their Life Certificate, while businesses subject to audits and other eligible taxpayers must be mindful of the extended deadline for filing income tax returns. Let’s look at the rules that will change in November.

When should the Life Certificate be submitted?
To ensure the continued disbursement of their pensions, both central and state government pensioners are required to submit a ‘Jeevan Pramaan Patra’ (Life Certificate) annually. Most pensioners can complete this process between November 1 and November 30, 2026. For pensioners aged 80 years or older, this facility becomes available as early as October 1.

Failure to submit the Life Certificate may result in delays to pension payments. The Department of Posts also offers a doorstep service for the elderly, making it convenient to submit the certificate from the comfort of their homes.

LPG Cylinder Prices
Oil marketing companies typically review cylinder prices on the first day of every month. On November 1, there may be changes to the prices of both domestic and commercial LPG cylinders. However, whether the prices will increase or decrease will only be confirmed following an official announcement. Any change in these prices directly affects household budgets.

Changes Related to Fixed Deposits
Those investing in fixed deposits should monitor updates on interest rates starting in November. Following the RBI’s hike in the repo rate in October, some banks have increased interest rates on fixed deposits (FDs) for select tenures. ICICI Bank has raised interest rates on certain FDs by 0.10%, while Indian Bank has increased rates on its special 555-day and 777-day FDs.

Extended Deadline for Filing ITR
For the financial year 2025-26 (assessment year 2026-27), the deadline for filing Income Tax Returns (ITR) for taxpayers whose accounts require a tax audit has been extended from October 31 to November 21, 2026. This relief applies to business entities, companies, firms, LLPs, and professionals who are mandated to undergo a tax audit under the prevailing regulations.
