NPS: Major news for NPS investors. If your National Pension System (NPS) deduction from your salary is delayed in being transferred to your pension account, this update is crucial for you. The Department of Expenditure (DoE) from the Ministry of Finance has instructed all government departments to promptly transfer employees’ NPS contributions to the Pension Fund Regulatory and Development Authority (PFRDA) to prevent negative impacts on retirement funds and investment growth opportunities.
1. Interest on delay
The DoE announced in an Office Memorandum on July 13, 2026, that employees will receive interest for any delay in depositing their monthly NPS contributions. This interest rate will be equivalent to the prevailing Public Provident Fund (PPF) interest rate, which is currently at 7.1% annually. This ensures that employees do not incur financial losses due to departmental delays.

2. Accountability of officers
The Finance Ministry has made it clear that if delays are caused by administrative oversight, responsible officials will face consequences. The Head of Department or Chief Controller of Accounts will conduct an investigation to identify those accountable for the delay.
3. Determining responsibility as per TDS rules
The process for determining the liability of the responsible official will follow the same guidelines used for delays in depositing Tax Deducted at Source (TDS) under Section 201(1A) of the Income Tax Act, 1961. This sets the standard for addressing financial negligence and taking appropriate action.
4. Reporting deadline
All government departments are required to submit a comprehensive report on actions taken in such cases by July 31, 2026. Department heads must ensure that future NPS contributions are promptly deposited to avoid delays.
This decision is crucial for employees as timely NPS contributions are essential for maximizing investment returns in the long-term retirement savings scheme. By ensuring timely deposits, providing interest to employees for delays, and holding negligent officials accountable, the Ministry of Finance aims to safeguard employee interests and enhance transparency in government departments.
