Passport Rules 2025: The central government has made a major change in passport rules. This is an important decision by the government. Now, for those born on or after October 1, 2023, the birth certificate will be the only proof of their date of birth. Those born before this can provide proof of date of birth as per the old system. The Central Government Changes Passport Rules for New Applicants
The central government has amended the passport rules for new applicants, requiring them to submit a single document as proof of their date of birth. According to the Passport Seva website, applicants can currently submit up to eight documents as proof of their date of birth. However, the new rules, as reported by PTI, apply to those born on or after October 1, 2023. For these applicants, only one document will be accepted as proof of date of birth for passport applications.
New Passport Rules: Date of Birth Proof Requirement
As per the new amendment, applicants born on or after October 1, 2023, will need to provide their birth certificate as valid proof of date of birth. If the birth certificate is unavailable, the date of birth will not be considered valid.

Official Notice and Changes in Passport Rules
The central government has issued an official notice to implement these changes in passport rules. The revised rules will take effect only after being published in the official gazette. According to the new rules, birth certificates will be the sole valid proof of date of birth for applicants born on or after October 1, 2023. The birth certificate must be issued by the Registrar of Births and Deaths, Municipal Corporation, or an officer authorized under the Births and Deaths Registration Act, 1969.
Previous Rules for Applicants Born Before October 1, 2023
Applicants born before October 1, 2023, could submit any of the following documents as proof of date of birth:
- Birth certificate issued by the Registrar of Births and Deaths, Municipal Corporation, or any other prescribed authority.
- Transfer/school leaving/matriculation certificate issued by the last school attended/recognized educational board.
- PAN card issued by the Income Tax Department with the applicant’s date of birth.
- Aadhaar card/e-Aadhaar with the applicant’s date of birth.
- Service record copy (for government employees only) or pay pension order, duly attested by the officer/in-charge.
- Driving license issued by the transport department of the concerned state government.
- Election Photo Identity Card issued by the Election Commission of India.
- Policy bonds are issued by life insurance corporations/companies.
