Circle Rates Hike: There’s some surprising news for those looking to purchase a home, plot, or any real estate in Uttar Pradesh. The state government is set to introduce a uniform system for establishing circle rates and calculating stamp duty across all 75 districts of Uttar Pradesh, starting from August 15, 2026.

In fact, a new standardized circle rate was supposed to be implemented statewide beginning today, August 1st. However, it hasn’t been rolled out simultaneously in every district, as many are still undergoing revisions and drafting. The government has indicated that the main goal of this initiative by the Stamp and Registration Department is to enhance transparency in property valuations throughout the state, reduce confusion, and rectify inconsistencies in registration.

Properties will be categorized into three groups

At present, each district in Uttar Pradesh has its own criteria for setting circle rates, leading to considerable variations in rates even among neighboring districts. With the new standardized system, properties across the state will be generally classified into three categories: urban, semi-urban, and rural. Each category will feature a maximum of 25 different circle rates, determined by the area’s level of development, connectivity, and significance. These classifications will create distinct standard rates for residential, commercial, industrial, and agricultural land.

Properties in these areas will see higher valuations

According to the new regulations, properties situated in premium and prime areas will experience a fixed percentage increase in their valuation. If your property is located in the following areas, its official valuation will be elevated:

Along expressways and national highways (NH)

On State Highways (SH) and major district roads

Near parks or open spaces

Corner plots (plots accessible by more than one metalled road)

For example, if a plot is connected to more than one main road, its valuation will now be based on the road with the highest circle rate. Furthermore, in some cases, the valuation may be increased by up to 15%. Consequently, larger cities, especially Noida, Ghaziabad, and Lucknow, may see the largest increases in circle rates.

The time for disposal of objections was till 31 July

Following instructions from the Inspector General of Registration, sub-registrars in all districts prepared and published circle rate lists based on the new standardized guidelines, inviting objections and suggestions from the public. The new circle rate structure was to be officially implemented across the state from August 1, 2026, after reviewing and resolving all objections under the chairmanship of the district magistrates by July 31st, and receiving final approval from the district magistrates. However, due to technical reasons, this date has now been extended to August 15th.

With expressways, Jewar Airport, industrial corridors, and other infrastructure coming up quickly, this new rule is set to directly affect property buyers and the real estate market. It will make property valuation methods clearer and give buyers a more precise idea of registration costs. In regions where infrastructure has improved, the rise in circle rates will lead to increased stamp duty and overall registration fees. Higher official government valuations will assist sellers in getting better prices in the market.
