Where will the Green Cess be collected?
The State Transport Department has stated that the Green Cess will be collected entirely digitally. To this end, Automated Number Plate Recognition (ANPR) cameras have been installed at 16 locations along Uttarakhand’s borders. As soon as an outside vehicle enters the border, the camera will scan the vehicle’s number plate, and the prescribed fee will be automatically deducted through the FASTag. This system will be implemented at major entry points such as Kulhal, Asharodi, Narsan, Chidiyapur, Khatima, Kashipur, Jaspur, and Rudrapur.
Which Vehicles Will Be Exempt?
The Green Cess will not apply to all vehicles. According to the State Transport Department, two-wheelers such as bikes and scooters, electric vehicles (EVs), government vehicles, ambulances, and fire brigade vehicles will be exempt from this fee. Furthermore, if a vehicle re-enters the state within 24 hours, it will not be charged the cess again.
What will be the Green Cess Rates?
The government has fixed the Green Cess rates for different categories of vehicles. A fee of ₹80 per day will be applicable on private cars, ₹250 on delivery vehicles, ₹140 on buses, and ₹120 on heavy vehicles. Depending on the size and weight of trucks, the fee can range from ₹140 to ₹700. The government expects to generate revenue of approximately ₹100 to ₹150 crore annually from this scheme.

Where will the Green Cess be spent?
The government will use the funds collected from the Green Cess for environmental improvement and road safety projects in the state. Additionally, this money will be used to improve urban transportation and adopt modern technologies for pollution control.
When will the rule be implemented?
The Uttarakhand government has decided to implement this scheme from December 2025. Previously, the implementation of the Green Cess was announced in 2024, but it was postponed due to the inability to finalize the fee rates. Now all preparations have been completed, and the process of implementing the rule across the state is in the final stages.
