Salary Wages 2026: The worth of the hard work put in by the laborers who keep the nation’s industries running differs from one state to another. While some workers are earning their rightful wages, others find it challenging to afford even the most basic needs. The recent uproar in Noida has brought this wage inequality into the national spotlight. A significant 35 percent wage hike in Haryana has led to unrest among workers in adjacent states, prompting several state governments to swiftly adjust their wage policies.
Noida
The situation in Noida, the industrial center of Uttar Pradesh (Gautam Buddha Nagar), worsened on Monday as thousands of workers took to the streets. The catalyst for this violent protest was the substantial 35 percent wage increase declared by neighboring Haryana. Workers in Uttar Pradesh felt they were being paid considerably less than their counterparts in Haryana for performing the same tasks. This economic inequality tested the workers’ patience. Acknowledging the seriousness of the situation and to ease the workers’ frustrations, the administration opted to implement a temporary wage increase immediately.
Uttar Pradesh
In the aftermath of the protests, the UP government has revealed new pay rates that will take effect from April 1, 2026, featuring an increase of approximately 21 percent. For instance, in high-tech cities, unskilled laborers will now earn Rs 13,690 per month. Semi-skilled workers will receive Rs 15,059, while skilled workers will earn Rs 16,868. These rates are slightly lower in other municipal corporations and districts within Uttar Pradesh, where unskilled laborers will make between Rs 12,356 and Rs 13,006.
Haryana
Haryana currently ranks among the leading states in the country in terms of wages. According to a notification issued on April 10, 2026, the Haryana government announced a historic 35 percent wage increase. An unskilled laborer now earns at least Rs 15,220 per month. This figure rises to Rs 18,000 for skilled workers and Rs 19,000 for highly skilled workers. In terms of daily wages, workers in Haryana earn between Rs 585 and Rs 747 per day, significantly higher than in neighboring states.
Madhya Pradesh and Gujarat
The Madhya Pradesh government has also implemented a new notification effective April 1, 2026. The Variable Dearness Allowance (VDA) has been fixed at Rs 2,850 per month for all categories. In Madhya Pradesh, unskilled workers now receive Rs 12,425 per month (Rs 478 per day), while the highly skilled earn Rs 16,769. In Gujarat, wages are based on two zones. In Zone 1, skilled workers earn approximately Rs 13,897 per month. The Gujarat government has also increased the dearness allowance by Rs 60.50 per day.
Salary Structure of Telangana and Andhra Pradesh
In Telangana, salaries are closely determined by skill and zone. The minimum wage for higher positions, such as managers and computer programmers, is around Rs 14,965. Unskilled workers, such as watchmen or helpers, are paid between Rs 12,778 and Rs 13,108, depending on the zone. A similar system applies in Andhra Pradesh, where the salary for higher positions in Zone 1 is fixed at Rs 14,504, while for unskilled workers, it is Rs 12,647. The zone system in these southern states helps balance the wage gap.
Bihar
Wage rates in Bihar remain significantly lower than in other states in North India. According to statistics, the average wage for a skilled worker in Bihar starts at around Rs 11,336. While this level goes up to Rs 17,472 for highly skilled workers, the state lags far behind Haryana or Delhi for unskilled and semi-skilled workers. This is why there is a continued migration of workers from Bihar to other more prosperous states.
Central Government’s ‘Floor Wage’ Policy and Security
The Code on Wages 2019 is a significant law governing wages in the country. The central government has set a national floor minimum wage of Rs 178 per day, a level below which no state can pay. However, wages in central government enterprises, such as railways and mining, are significantly higher. In 2026, unskilled workers under central contracts are earning approximately Rs 783 per day, and highly skilled workers are earning up to Rs 1,035 per day. This translates to a monthly wage of between Rs 20,000 and Rs 27,000, which is the best compared to any state government.
