October Rule Change- Beginning October 1, 2025, several significant changes will be implemented across the country in banking, railway, postal, lpg and pension services, which could have major implications for the general public. These changes aim to enhance the quality, security, and transparency of services.
LPG cylinder prices
Among the changes that will happen from October 1, people are most focused on the change in the prices of LPG cylinders, because it is directly related to the kitchen budget. Let us tell you that in the last few months, oil marketing companies have changed the prices of 19 kg gas cylinders, but the prices of 14 kg domestic LPG cylinders have not changed for a long time. The price of this cylinder was last changed on April 8, 2025 in many cities including Delhi-Mumbai, Kolkata-Chennai. In such a situation, there is hope for relief this time. Apart from this, the prices of ATF, CNG-PNG can also be revised.
Pension-related rules will change
The third change directly affects pensioners enrolled in the NPS, UPS, Atal Pension Yojana, and NPS Lite. The Pension Fund Regulatory and Development Authority has amended the fees charged by Central Recordkeeping Agencies (CRAs), effective October 1, 2025.
Government employees will now be charged ₹18 for an e-PRAN kit and ₹40 for a physical PRAN card when opening a new PRAN. The annual maintenance charge will be ₹100 per account. The fee structure has also been simplified for Atal Pension Yojana (APY) and NPS Lite subscribers, with the PRAN opening charge and annual maintenance charge now being ₹15, while the transaction charge will be ₹0.
Railway New Ticket rules
The second change, which will take place from the first of October, is related to the railways. In fact, in order to prevent fraud in the booking of railway tickets, the Indian Railways has taken a major decision and is going to implement changes in the rules from October 1, 2025. Under this, from next month, in the first 15 minutes after the reservation opens, only those people whose Aadhaar (Aadhaar) verification has been done will be able to book tickets online. This rule will be applicable on both the IRCTC website and the app. Currently, this rule is applicable for Tatkal booking. However, for those who buy tickets from the computerized PRS counter, the time and process will remain the same as before.
UPI-related rule change
is also coming to light in October for Unified Payments Interface (UPI) users. Reports suggest that if you frequently use PhonePe, Google Pay, and Paytm for online payments, you will be affected by the new changes being implemented by the National Payments Corporation of India. NPCI may remove peer-to-peer (P2P) transactions, one of the most commonly used UPI features. This feature will be removed from UPI apps from October 1, 2025, as a step to strengthen user security and prevent financial fraud. This information was shared in a circular dated July 29.
Bumper holidays in banks
The month of October is full of festivals and in such a situation, if you have any important work related to the bank, then first check the October Bank Holiday List issued by the Reserve Bank of India before leaving the house, otherwise you may reach the bank and find it locked.
Actually, the month will start with the Durga Puja holiday and then there are a total of 21 holidays in the entire month including Mahatma Gandhi Jayanti, Dussehra, Lakshmi Puja, Maharishi Valmiki Jayanti, Karva Chauth, Diwali, Govardhan Puja, Bhai Dooj and Chhath Puja. These include the second and fourth Saturdays as well as the weekly holiday on Sunday. However, these bank holidays may vary in different states and cities.
