Delhi’s air has once again become toxic, and the pollution level (AQI) is setting dangerous records. To address this crisis, the Delhi government has taken drastic measures and implemented GRAP-4 (Graded Response Action Plan) in the capital. Under this, all construction and demolition work has been completely banned in Delhi. The halt in construction work has hit thousands of daily wage laborers, whose livelihoods depend on daily wages.
Recognizing the suffering of these laborers, the government has announced a significant financial assistance of ₹10,000. If you or someone you know is involved in construction work in Delhi, this article is very important for you. We will explain in detail which laborers will receive this money and the online registration process.
GRAP-4 Restrictions

The Delhi government has clarified that this financial assistance will not be provided to everyone, but only to verified construction workers. This means that only workers whose records are already available with the Delhi Building and Other Construction Workers Welfare Board (DBOCWWB) and whose identities have been verified will be eligible for this scheme.
₹10,000 Compensation
According to the government, this amount has been set to compensate workers for the losses incurred due to the construction shutdown. Currently, there are approximately 10,000 workers in Delhi who fall under the ‘verified’ category. An amount of ₹10,000 will be directly transferred (DBT) to the bank accounts of these workers. This amount is specifically being given as compensation for the 16 days during which work will be completely halted under GRAP. Workers who are not yet registered or verified are currently excluded from this assistance.
Key Eligibility Conditions and Rules
Strict rules have been established for this assistance to ensure that the money reaches the rightful beneficiaries. First, only workers directly involved in construction work, such as building contractors, masons, painters, plumbers, and electricians, will be eligible. Second, they must have an active registration on the DBOCWWB portal. Workers must have a valid Delhi ID card, and their bank account must be linked to Aadhaar so that the government can transfer the money directly without any hassle. This total amount of ₹10,000 has been set aside as compensation for 16 days of work stoppage.
How to register online
If you are a construction worker and have not yet registered, you can register yourself through the Delhi government’s digital portal. The government has made the entire process online to make it transparent and quick.
First, log in to the Delhi government’s Labor Department website at https://dbocwwb.delhi.gov.in/.
Click on the ‘Worker Registration’ or ‘Apply for Financial Assistance’ option on the homepage.
Have your Aadhaar card, a photocopy of your bank passbook, and a certificate of work experience for the last 90 days ready.
Fill in your bank details, such as your account number and IFSC code, very carefully, as the money will be credited to this account.
After submitting the form, government officials will verify your documents. If found correct, your name will be included in the list.

The Impact of Pollution and Financial Security for Workers
The construction ban in Delhi has stalled not only large projects but also small-scale work. In such a situation, this ₹10,000 amount provided by the government is like a lifeline for laborers. The government aims to ensure that this money reaches those in need directly through digital channels, without any middlemen. Workers have been advised to check their status as soon as possible and update their information on the portal to avoid any delays in receiving assistance.
