Bhu Aadhaar: Big new for everyone. Now land owners can make Aadhaar for their land. Yed you’ve heard it right. The central government has revamped the land registry system. To enhance land records, the Digital India Land Records Modernization Program (DILRMP) 3.0 has introduced official guidelines and a nationwide implementation strategy for the “Bhoo-Aadhaar,” or Universal ULPIN, set to be completed by September 2026. This initiative is being rolled out in phases across different states and union territories.

Crucially, the Bhu-Aadhaar scheme will digitally connect land records, maps, and registration details from rural areas to urban centers. The goal is to unify various land records into a GIS-based digital framework. Each plot of land is being assigned a unique 14-digit number, which will serve as its identifier in the records.

What is geo-base?

Bhu-Aadhaar (ULPIN) will feature a unique 14-digit land number. Under this system, every piece of land or plot in the nation will receive a distinct 14-digit identification number, effectively creating a digital land card. This number will indicate the precise geographical location and identity of the land, similar to a human Aadhaar card. Most importantly, it aims to prevent fraud. Issues such as the repeated sale of the same land or the use of counterfeit documents will be addressed.

Bhu-Aadhaar has been implemented in various phases throughout the states and union territories of the country. The government has now announced the third phase of the DILRMP, which will take place from 2026 to 2031, to ensure its complete implementation across all land areas in the country.

What changes will occur in the land records?

Through this initiative, states will create a GIS-enabled land stack. This will integrate land maps, official records, and registration information. Existing land and property registration documents will be scanned and securely transformed into digital records. Additionally, efforts will be made to connect revenue court records with land records to speed up case resolutions.
