Bill Submission Deadline: March salary and pension dates announced; State issued strict guidelines

The State Government Finance Department has issued a very important guideline regarding the submission of various bills and payment of salaries at the end of the financial year 2025-26. As per Memo No. 705F(Y) published on February 20, 2026, precautionary measures have been taken to ensure that the Treasury and Pay and Accounts Offices do not face a mountain of work at the end of the year. In this guideline, multiple deadlines have been fixed for government employees, pensioners and DDOs.

When will the salary and pension of March be available?

The most comforting news in this guideline for government employees and pensioners is the announcement of the date of salary and pension for March. As per the instructions of the Finance Department:

State Government Employees and Teachers: The salary of the state government employees, employees of aided educational institutions, libraries and panchayat employees for the month of March 2026 will be paid on 02.04.2026.

Pensioners: Pension for the month of March will also be credited to the bank accounts on April 2.

Others: Those who receive salary from deposit accounts or grant-in-aid, and those who receive monthly remuneration or honorarium, will also be paid on the same date.

Even if the treasuries prepare cheques or payment mandates by March 30, permission to withdraw money from the bank will not be given before April 2.

Deadline for submission of bills

To reduce the workload in the treasuries, a phased schedule has been fixed for submission of bills. Drawing and Disbursing Officers (DDOs) will have to strictly follow this schedule:

Salary and Wages: Salary, wages and grant-in-aid salary bills for the month of March will have to be submitted by 23.03.2026.

Arrears and Retirement Benefits: The last date for submission of bills for arrears of salary, personal claims and retirement benefits is March 18.

T.A. Bills (T.A. Bills): Based on the travel time, the dates for submitting TA bills have been fixed as 13, 24 and 30 March.

Allotment or Sanction: Based on the date of issue of the sanction, the dates for submitting the bills have been divided between 27 February and 30 March.

Bills for sanction issued on 30. March will have to be submitted on the same day.

System restrictions and online restrictions

The Finance Department has clearly stated that automatic controls or restrictions will be in place in the system at the end of the financial year.

  • No new bills will be submitted to the Treasury or Pay and Accounts Office after 4 pm on 30 March, 2026.
  • After 4 pm, the system will stop the process of automatic bill generation or submission.
  • A specific deadline (from 18 March to 4 pm on 30 March) has also been fixed for re-submitting returned or objected bills.

It has been warned that if these guidelines are not followed or work is left to the last minute, it may be impossible to get the bill passed. All the officials concerned have been instructed to complete the work within the specified time.
