Homeguards Allowances Hike: Just before the New Year, Uttarakhand’s Homeguards jawans received a fantastic surprise. The state government led by Pushkar Singh Dhami has raised the allowances for Homeguards volunteers assigned to inter-district duties. The food allowance for these duties has jumped from Rs 100 to Rs 150. Additionally, the training allowance for Civil Defence volunteers has been increased from Rs 50 to Rs 140. Women Homeguards in the state will also benefit from maternity leave. For those deployed at altitudes above 9000 feet, there will be an incentive of Rs 200, similar to what police and NDRF personnel receive.

Boost in Home Guard allowances

On Monday, a rally parade took place at the Home Guard Headquarters to celebrate the Uttarakhand Home Guard and Civil Defence Foundation Day. During this event, Chief Minister Pushkar Singh Dhami unveiled the Home Guard and Civil Defence Department’s souvenir for 2025 and the departmental calendar for 2026, along with three significant announcements. These announcements included increases in the uniform allowance, food allowance, and training allowance for Home Guards.

The CM declared that uniform allowances will now be provided to Home Guard personnel. The meal allowance for Home Guard volunteers on inter-district duty will rise from Rs 100 to Rs 150. The training allowance for Civil Defense Organization volunteers will also see an increase from Rs 50 to Rs 140 per day.

More casual leave available

The CM also shared that Home Guard personnel will now receive 12 casual leaves and maternity leave for female Home Guards. Moreover, those stationed above 9,000 feet will earn a Rs 200 incentive, akin to the police and NDRF, plus an extra Rs 100 for Home Guards trained in SDRF. The CM has assured that the benefits for Home Guard jawans will continue to improve.

On this occasion, cheques of Rs 2 lakh each were distributed to Pooja Singh, the dependent wife of late Home Guard Devendra Singh, and Manju Devi, the dependent wife of Dheeraj Kumar, and cheques of Rs 1 lakh each were distributed to retired Home Guard Mukesh Kumar, Company Commander Chatar Singh and Roshan Lal.

It should be noted that the Uttarakhand government recently issued a notification regarding the Regularization Amendment Rules 2025 for employees appointed on daily wages, acting charges, contract, fixed pay, part-time, and ad-hoc basis. Under this, personnel with 10 years of continuous service will be regularized. Those who have completed at least 10 years of continuous service in that post or an equivalent post by December 4, 2018, will benefit. In the previous rules, this period was five years, which has now been increased to 10 years.
