Background of the decision and the Prime Minister’s displeasure

This significant step comes a few weeks after Prime Minister Narendra Modi issued a stern warning to RERA and concerned state authorities regarding their negligence in addressing buyer complaints. The Prime Minister had clearly stated that arbitrary practices in projects and the failure to properly resolve customer issues were extremely worrying. Following this, Housing and Urban Affairs Minister Manohar Lal Khattar announced the launch of this new digital portal at a meeting of the RERA Central Advisory Council. The ministry says the main objective of this database is to empower buyers with complete information to make informed decisions.

Controversy over Maharashtra’s policy and buyers’ concerns

During the council meeting, a controversy also arose regarding the Maharashtra government’s Housing Policy 2025. Under this policy, the state is planning to introduce a separate system similar to RERA, which was strongly rejected by representatives of homebuyers. Abhay Upadhyay of FPCE argued that if this policy is implemented, builders will have the opportunity to choose laws according to their advantage, and the uniform framework of RERA will be weakened. He stated that if states start creating separate rules, the entire real estate sector will be thrown into confusion. The Supreme Court had previously struck down a similar law in the case of West Bengal, which was challenged by buyers.

Next-generation reforms to strengthen RERA

A statement issued by the ministry said that the council has given several suggestions to make RERA more effective and buyer-centric. These include strictly enforcing RERA orders, curbing misleading advertisements, expediting RERA registrations, and bringing greater clarity to definitions. The council believes that after eight years of RERA’s existence, adapting it to the needs of the new era is now essential. The ministry will soon take steps to make RERA even stronger and more reliable for homebuyers.
