
8th Pay Commission: The 8th Finance Commission is currently discussing potential salary raises and additional perks for employees, with a focus on the “family unit” as a significant factor. Organizations are urging an increase in the number of family units from three to five, as this adjustment would lead to a substantial rise in the salaries of central government employees.
Adil Shetty, the CEO of BankBazaar, highlights the importance of the family unit in determining a family’s essential living expenses and the basic pay needed. He notes that the current family unit of 3.0, including a spouse and two children, does not account for the responsibilities towards parents and extended family members. Acknowledging the evolving financial dynamics of households, where employees are increasingly supporting extended family members, there has been a surge in daily expenses, educational fees, and healthcare costs.

Adil Shetty explains that if the 7th Finance Commission had considered a family unit of 4.6 and included parents in the calculation, the minimum basic pay would have been significantly higher at Rs 27,600 instead of Rs 18,000. Therefore, a higher number of recognized family units during the 8th Finance Commission would result in a further increase in basic pay, altering the basic pay calculation. It is worth noting that there has been consistent pressure from employee groups to raise the number of family units.
The 8th Pay Commission is holding meetings in various parts of the country to understand the situation and demands of employees and pensioners. Meetings have already been held in Delhi, Lucknow, and Jammu and Kashmir. Next up are meetings in West Bengal and Bhubaneswar.
DA Hike Update
The central government revises dearness allowance twice a year . These increases are typically implemented in January and July. This allowance is meant to help government employees and pensioners cope with rising inflation. The final dearness allowance (DA) rate is calculated based on the Consumer Price Index for Industrial Workers (CPI-IW), which tracks changes in retail prices. Once the necessary data is available, the government calculates the revised rate before seeking Cabinet approval. Since the Eighth Pay Commission recommendations have not yet been implemented, employees will continue to receive dearness allowance (DA) revisions under the Seventh Pay Commission framework.

What do the latest inflation data show?
According to the data, overall retail inflation stood at 3.93% in May, up from 3.48% in April. Inflation in rural areas rose from 3.74% to 4.25%, while in urban areas it rose from 3.16% to 3.53%. Food inflation also increased. Food inflation has also seen an increase. According to the All India Consumer Food Price Index (CFPI), food inflation stood at 4.78% in May, compared to 4.20% in April. In rural areas, it rose to 4.85%, while in urban areas it reached 4.66%.
The rise in overall inflation and food prices indicates that pressure on the cost of daily essential commodities remains. Although dearness allowance (DA) calculations are based on the CPI-IW rather than the general Consumer Price Index, these figures indicate that the inflation trend is continuing, supporting the possibility of another DA hike announcement.
