8th Pay Commission: The ongoing discussions about the 8th Pay Commission have stirred concerns among around 6.9 million pensioners and their families about potential pension increases. To address this uncertainty, the Retired Employees Welfare Association (REWA) has written to Prime Minister Narendra Modi requesting immediate adjustments to the 8th Pay Commission’s Terms of Reference (ToR) to ensure fair pension revisions for retirees before January 1, 2026.
The situation has left pensioners anxious, as the current rules do not explicitly cover pensioners and family pensioners who retired before the specified date. This ambiguity in the rules has raised fears that the commission’s recommendations may only benefit current employees.
In contrast to previous pay commissions, the 8th CPC lacks clarity on pension revisions for pre-retirement pensioners, unlike the 7th Pay Commission, which clearly addressed this issue. The REWA has urged for official modifications to the ToR to explicitly include pensioners and ensure pension increases for all retirees before January 1, 2026. Interim press note should be issued. Till the formal amendment is made, the Central Government should issue a press note or statement to allay the confusion and tension of lakhs of pensioners.
The complexities in the rules that have increased the worries of 69 lakh pensioners
According to REWA, the confusion stems from point 2(e) of the Pay Commission notification. While this rule mentions review of death-cum-retirement gratuity (DCRG), NPS, UPS, and pension structures, it refers to “employees.” REWA says it doesn’t explicitly mention pensioners and family pensioners who retired before January 1, 2026. This has raised fears among millions of pensioners that the commission’s recommendations may be limited to current employees only.
How is the 8th CPC different from previous pay commissions?
The association has also cited data from previous pay commissions in its letter to PM Modi:
7th Pay Commission: Its Rules of Order (ToR) clearly mentioned retirement benefits and pension revision for pre-retirement (old) pensioners.
Another major demand is for an increase in pension and family pensions. The forum stated that given rising inflation and daily expenses, pensioners and their families need more financial support. Improving family pensions, in particular, could provide relief to dependent families.
