7th Pay Commission: Big news for government employees. With the establishment of the new government in West Bengal, the 7th Pay Commission has been introduced. This commission encompasses various rules and conditions designed to benefit employees, such as increasing annual increments and aligning salaries with those of central government employees.

5% Annual Increment

In terms of salary, a proposal for a 5 percent annual increment has been put forward. Currently, state employees receive an annual increment of 3 percent. Additionally, there is a push to raise the family unit to 5, up from the previous pay commission’s family unit of 3.5. Furthermore, the restoration of commuted pension after 11 years is part of the terms and conditions outlined in the Seventh Pay Commission of West Bengal. It is important to note that the commission has been tasked with reviewing the existing salary structure, allowances, pensions, gratuities, and other retirement benefits, ensuring they are adjusted according to current economic conditions and inflation.

A senior government official has stated that the proposals are intended to rectify the deficiencies of the current system by addressing all critical aspects of service conditions. The scope of the Seventh Pay Commission includes achieving parity in pay levels between state government employees and those under the Central Pay Commission, promoting uniformity nationwide, and minimizing legal disputes stemming from discrepancies in pay structures.

Decisions Regarding DA

The Pay Commission may also propose linking the current dearness allowance to the state Consumer Price Index (CPI) and recommend a method for making payments accordingly. Additionally, it will assess the HRA (Haryana Rate of Return) and transport allowance (TRA) provided to central government employees.

Changes in the promotion period

The panel has also suggested promotions after 5, 8, 12, 18, and 24 years of service. Currently, these time periods are set at 8, 15, and 24 years. There has also been a demand for cashless payments for employees at the time of employment and retirement, including doctor’s fees. The commission has been asked to consider implementing the revised pay structure, not just on paper, from January 1, 2026.

The 8th Pay Commission of the Centre has already been constituted

It should be noted that the 8th Central Pay Commission has been formed. A notification for its formation was issued on November 3, 2025. The 8th Pay Commission will be applicable to all central government employees from January 1, 2026. This means that whenever employees receive their new salary under the 8th Pay Commission’s recommendations, they will also receive all arrears from January 1, 2026, simultaneously.
