7th Pay Commission: Central government employees are eagerly anticipating the recommendations of the Eighth Pay Commission. If all goes smoothly, the Pay Commission might present its suggestions to the government in the first half of the upcoming year. Preceding this, the new administration in West Bengal has started the process of executing the Seventh Pay Commission. On July 22nd, the West Bengal government formally established the state’s 7th Central Pay Commission (CPC).
A day earlier, Chief Minister Suvendu Adhikari announced that the state aims to implement the 7th State Pay Commission’s recommendations within the current financial year. However, the committee set up for this task may also take into account the suggestions of the Eighth Pay Commission. This implies that government employees in Bengal could also receive unexpected news from the Eighth Pay Commission.

As per a proposal from the state Finance Department, this four-member panel will evaluate allowances, salary increments, and terms of service for state government employees and retirees. The commission will present its recommendations promptly, preferably within 6 months from the publication of this proposal, or within any extended timeline deemed necessary by the state government.
Terms of Work (ToR) Update
The Pay Commission will be based in Kolkata but may hold its meetings elsewhere in the State or in the National Capital if required. It will assess and propose essential and feasible modifications in the salaries, allowances, and other benefits, monetary or otherwise, for streamlining, taking into consideration current necessities and specific requirements of different departments, institutions, statutory and non-statutory bodies, and corporations under the administrative jurisdiction of the Government of West Bengal.
It will also examine the service terms of state employees and recommend an appropriate salary and allowances framework to draw and retain talent in government service. The committee is also anticipated to reassess the dearness allowance (DA) and propose a fitting formula for the proposed pay system. Additionally, it will review current special allowances and other benefits and concessions (including travel allowance/TA). The directive also mentions that the committee may consider the suggestions of the Central government’s 8th Pay Commission.
After emerging victorious in the West Bengal elections in May, the BJP government sanctioned the establishment of the Seventh Pay Commission panel. This was a significant electoral commitment. From Prime Minister Narendra Modi to Home Minister Amit Shah, everyone had pledged the establishment of the Pay Commission during the election campaign.
