Pension Rule Change: 70 Lakh Government Employees to Benefit? Know Why

New Delhi: Big news for central employees. In a significant move prioritizing pensioner welfare, the central government has announced a major decision expected to benefit 33.9 lakh pensioners and 36.5 lakh employees.

Pension Rule Changed

The Expenditure Department of the Finance Ministry has directed all departments to thoroughly review service records, pay fixation details, and pension information for employees starting four years before their retirement.

Should any errors be discovered, responsible officials will bear the financial consequences

This central government initiative will positively impact roughly 7 million employees. The government’s objective is to minimize unexpected fund recoveries and prevent legal conflicts involving employees during retirement.

Strict guidelines have been put in place to guarantee compliance with this government decision and eliminate mistakes. Officials found responsible for errors will face accountability measures.

Under the updated guidelines, verification of pay fixation orders resulting from promotions, increments, or ACP/MACP designations must now be finalized within 3 months or by the conclusion of the same financial year.

Based on the CAG report (Comptroller and Auditor General of India), the Centre’s overall pension spending has grown by 12.3% to Rs 3.46 lakh crore during the 2025 financial year, with defence pension representing 45.57% and civil pension accounting for 33.57%.

Key guidelines for pension verification

Once the Pay and Accounts Office issues a verification certificate, employees will not face any recovery.

If pay fixation discrepancies emerge despite the certificate, approving authorities will cover the financial loss.

Pension service duration will be regularly reviewed and audited.

To make this entire process more transparent and accountable, the government has tightened regulations. Now, not only will employees be held accountable, but officials who are negligent will also face strict action – including

Time limit fixed: Verification of pay fixation orders issued after promotion, increment or grant of ACP/MACP has now been made mandatory to be completed within 3 months or by the end of the same financial year .

Officials’ Accountability: No recovery will be made from the employee after the verification certificate is issued by the Pay and Accounts Office (PAO). If any errors in pay fixation are discovered, the relevant approving officials will be responsible for the compensation, rather than the employee.

CAG report and the expanding scope of pensions

A major reason behind this government move is the country’s rising pension expenditure. According to a report by the Comptroller and Auditor General of India ( CAG ), the central government’s total pension expenditure is projected to increase by 12.3% to ₹3.46 lakh crore in fiscal year 2025. Of this total expenditure, defense pensions alone account for 45.57% , while civilian pensions account for 33.57% .
