HRA Hike: Rs 15,768 Extra Every Month? Good News for Employees

HRA Hike: House Rent Allowance (HRA) plays a crucial role in the remuneration of central government workers. As per the 7th Pay Commission, the rates were fixed at 24%, 16%, and 8% for cities falling under category X, Y, and Z respectively. However, with the dearness allowance (DA) reaching 50% in January 2024, the government decided to raise these rates to 30%, 20%, and 10% for the respective categories.

For instance, an employee at Level 1 residing in a category X city such as Delhi receives only Rs 5,400 at a rate of 30%, while a Level 5 employee gets Rs 8,760, which seems inadequate given the escalating rental costs in metropolitan and tier-2 cities today.

Employee and retiree organizations have voiced their concerns by submitting appeals to the 8th Pay Commission, urging a substantial hike in HRA rates. However, there is a disparity in opinions among these organizations. Some advocate for enhancing the rates within the existing three-tier structure, while others propose the implementation of four or two-tier HRA slabs.

If the 8th Pay Commission adopts a 2.1 times fitment factor and increases HRA from the current 30% to 40% of the basic pay in category X cities, central government employees at Levels 1 to 5 could witness a significant boost in their HRA allowances.

Level-1: A potential increase of Rs 9,720 per month!

With the current basic pay at Rs 18,000, and the HRA set at Rs 5,400 per month at 30%, the revised basic pay under a 2.1 fitment factor would be Rs 37,800. Calculating a 40% HRA on this amount would result in around Rs 15,120, indicating a possible increase of Rs 9,720 monthly from the current HRA.

Level-2: A rise of Rs 10,746 monthly

Presently, an employee at this level has a basic salary of Rs 19,900 and an HRA of Rs 5,970. With a projected fitment factor of 2.1, the basic salary would be Rs 41,790, leading to a 40% HRA of approximately Rs 16,716, translating to a monthly increment of Rs 10,746.

Level-3: An increase of Rs 11,718 per month

The existing basic pay for employees in this category stands at Rs 21,700 with an HRA at 30% amounting to Rs 6,510. If the new basic salary is Rs 45,570, a 40% HRA could be Rs 18,228, resulting in an anticipated increase of Rs 11,718 monthly.

Level-4: A monthly rise of Rs 13,770

With a current basic salary of Rs 25,500 and an HRA of Rs 7,650, the estimated basic salary under a 2.1 fitment factor would be Rs 53,550. A 40% HRA on this figure would be Rs 21,420, indicating a possible monthly increase of Rs 13,770 in HRA.

Level-5: An additional benefit of Rs 15,768 per month

At this level, an employee currently earns a basic salary of Rs 29,200 with a 30% HRA of Rs 8,760. With an estimated 2.1 fitment factor, the basic salary would be Rs 61,320, resulting in a 40% HRA of Rs 24,528. This suggests an added HRA of Rs 15,768 per month, which totals to around Rs 1.89 lakh per year.

The increase in HRA benefits is directly proportional to an employee’s pay level. Nonetheless, the 2.1 fitment factor and 40% HRA are approximations. The actual rise in HRA and salaries will only be evident post the final recommendations of the 8th Pay Commission being released and sanctioned by the government.
