GST 2.0 – Traders Get Major Relief Under New GST Rules, Check Details

GST New Rules 2026: The 57th GST Council meeting took place in October 2026. Following the meeting, the government announced numerous changes for traders operating both online and offline businesses. The primary objective of these changes is to simplify GST registration for business owners and streamline tax-related processes to facilitate refunds. Whether you sell goods on major e-commerce platforms like Amazon and Flipkart, or operate a retail or wholesale shop, understanding these changes is crucial. Let us explore these changes in detail.

What relief will online business owners get?
Currently, small traders conducting business across state lines must navigate complex GST registration and business-related requirements. Under the new changes, small online traders may not need to register a separate shop or office when operating in another state. They may be given the option to designate a warehouse of an e-commerce operator as their place of business, subject to compliance with specific rules.

What could the GST rate be?
According to the new rules, the GST rate on delivery services has been reduced from 18% to 5%. This applies to services provided by food delivery apps and other online platforms. However, a uniform GST rate cannot be applied to every type of delivery service. If the GST rate for a specific service is effectively reduced from 18% to 5%, the cost of the service will decrease, benefiting customers. Meanwhile, business owners will benefit through streamlined billing and tax systems. Additionally, small traders will be able to complete their GST registration more quickly; an automated process has been introduced to ensure registration is granted within three days.

What changes have been made for offline traders?

Relief will be provided to small shopkeepers, local traders, and businesses selling directly to customers that have an annual turnover of up to ₹5 crore. These businesses may choose to file taxes on a quarterly basis. For instance, a grocer or textile merchant with an annual business turnover of ₹3 crore could avail the facility of filing fewer returns under the prescribed system, subject to meeting certain eligibility criteria.

Reduced Penalties for Small Businesses
Under GST regulations, the penalty amount for small businesses in certain cases has been reduced from ₹25,000 to ₹10,000, thereby easing the financial burden on them. Essentially, the penalty under GST has been capped at ₹10,000. Additionally, the time required to receive GST refunds will be reduced; a 10-day timeframe has been set for this process. A system has been implemented to transfer the refund amount to bank accounts within 7 days. Consequently, the entire process will take a total of 17 days, allowing businesses to receive their funds more quickly.
