Previously, charts were created roughly four hours prior to train departure, but this has now been extended to between nine and 18 hours.

This adjustment will offer travelers, particularly those coming from distant locations, timely updates on confirmed tickets, simplifying their travel planning. This initiative not only brings clarity to passengers but also aims to reduce the influence of illegal ticket agents.

Improvements to refund policies

Moreover, the refund policies have been enhanced, removing any extra fees that passengers previously had to pay. This change will provide financial relief to travelers. The new system also introduces added conveniences for passengers. They will now have the option to change their boarding station up to half an hour before the train departs.

The new rules will be implemented in a phased manner from April 1 to 15. Railway Minister Ashwini Vaishnav, as part of his “52 reforms in 52 weeks” initiative, said at a press conference on Tuesday that these changes are aimed at improving transparency and better utilization of vacant seats. This will give waitlisted passengers a better chance of getting a confirmed ticket and make travel planning easier.

This will especially help curb ticket black marketing. Agents often booked large numbers of tickets and then, when they weren’t needed, canceled them at the last minute and took a refund, preventing ordinary travelers from getting confirmed tickets. Now, refunds will depend entirely on when you canceled your ticket.

Upgrading travel class

In addition, passengers will have the opportunity to upgrade their travel class up to half an hour before the train’s departure, provided there are available seats. D.D. Shukla, the Commercial Inspector in charge, mentions that the preparation of charts was previously done about four hours before the train’s departure, but this has now been extended to a range of nine to 18 hours.

Passengers have also been provided the facility to change the boarding point. Now it will be possible to digitally change the boarding point up to 30 minutes before the starting station. This provides convenience to passengers and allows better utilization of seats. The Railways stated that this will not affect the ticket price. The Railway Minister also provided information about technical measures to prevent black marketing.

He stated that 30 million suspicious user IDs have been removed through Aadhaar card OTP, bots, and fake user identification techniques. As a result, ticket availability has improved, and genuine passengers are given priority. Canceling tickets and getting refunds has become easier. The process has been simplified for both counter and e-tickets. The mandatory submission of TDR has been removed.
