The Delhi government has launched the LPSC Amnesty Scheme, providing significant relief to 1.6 million consumers. Under this innovative scheme, penalties on outstanding bills will be completely waived. If consumers pay their dues by January 31, 2026, they will receive a 100% waiver of the entire penalty. Chief Minister Rekha Gupta announced that a total penalty of ₹11,000 crore is being waived. LPSC Amnesty Scheme
Delhi Jal Board (DJB) consumers owe a total of ₹87,589 crore, 91% of which is in the form of LPSC penalties. The Delhi government has announced an unprecedented waiver to relieve consumers of these hefty penalties.
Waiver Deadline
If consumers pay their entire outstanding dues by January 31, 2026, they will receive a 100 percent rebate on LPSC. If they pay between February 1 and March 31, 2026, they will receive a 70 percent rebate. Domestic consumers owe over ₹16,000 crore. Consumers can pay the entire bill in one go or in installments. Previously, non-payment of bills attracted a 5% compound interest, which has now been reduced to 2%. The government wants as many people as possible to take advantage of this opportunity and get relief from past-due bills.
Last Chance to Legalize Illegal Connections
The Delhi government has not only waived penalties on outstanding bills but has also provided a last chance to legalize illegal water and sewer connections. This decision is an important step towards bringing transparency and order.
Reduction in Penalties
Previously, domestic consumers had to pay a fine of ₹26,000 for illegal connections, which has now been reduced to just ₹1,000. For non-domestic consumers, the amount has been reduced from ₹61,000 to ₹5,000. This exemption applies only to the penalty amount. Normal water charges and connection fees will still have to be paid. The Chief Minister clarified that due to a lack of awareness, many consumers had not undergone validation, but now they are being given this last opportunity. Strict action will be taken against illegal connections found after the scheme.
