They must have passed the 10th grade from the CBSE board and be ranked among the top 1,200 in the 10th grade merit list. They must have attended a regular school and secured admission to the 11th grade. Only students who meet these criteria will be eligible for the scheme.

This scheme does not discriminate between female students and male students. Female students who are in the top 1,200 on the merit list and meet the eligibility criteria will also receive free laptops. The government states that this will promote digital learning and self-reliance among female students. There is no need to apply separately to benefit from this scheme. A list of the top 1,200 students will be compiled based on the CBSE 10th board exam results. Laptops will be distributed to selected students through a program.
