Govt launchs Bhu-Aadhaar, Every Land to Have 14-Digit Unique Number

Bhu-Aadhaar: The Delhi government has made a significant move to address land disputes. From now on, every plot of land in the capital will receive a distinct 14-digit identifier. This identifier is referred to as “Bhu-Aadhaar,” although its official title is Unique Land Parcel Identification Number, or “ULPIN.” State Chief Minister Rekha Gupta has hailed it as a groundbreaking initiative that will help fulfill the vision of Digital India.

According to the government, this initiative will modernize land records and offer citizens reliable references to validate property ownership.

What did CM Rekha Gupta say?

In relation to this initiative, Chief Minister Rekha Gupta remarked that this system will minimize land-related conflicts, enhance transparency, and assist in reducing corruption. It is more than just a number; it serves as a formidable digital tool against land disputes and irregularities. She emphasized that this move is a crucial and transformative step towards promoting Prime Minister Narendra Modi’s “Digital India” initiative. This system is known as “Bhoo Aadhaar.”

The central government’s strategy will be executed in mission mode. Chief Minister Rekha Gupta mentioned that this program, initiated by the Ministry of Rural Development and the Department of Land Resources of the Government of India, was introduced in 2016 but was not acted upon by previous administrations.

Now, the Delhi government is swiftly putting it into action in mission mode. The IT division of the Delhi Revenue Department has been assigned this task. The Survey of India will also participate in this effort. The government has made it clear that this program will be rolled out across Delhi following a specified procedure (SOP) and a phased timeline.

Why was this system introduced?

In fact, boundary disputes over land are very common in Delhi. People get stuck in courts for years. Many times, there are two or three registrations for the same piece of land, or sales happen fraudulently. The government will try to prevent all this through Bhulekh (land records). This is part of the central government’s Digital India Land Records Modernization Program (DILRMP), which started in 2016. It could not be implemented in Delhi earlier, but now it is being implemented in full force.

How will this number and map be created?

The government is creating a complete digital map of Delhi with the help of drones and high-resolution images. About 2 terabytes of geospatial data are being obtained from the Survey of India, which also includes ortho-rectified images. Each plot will receive a 14-digit geo-referenced unique code, which will be completely accurate. This will allow various government departments to easily share data and will help prevent fraudulent transactions and duplicate registrations.

Earlier, this scheme was implemented only in Tilangpur Kotla. A successful example of this scheme has already been seen in Tilangpur Kotla village in the western district. As part of the pilot project, 274 ULPIN records were prepared here. 48 villages in Delhi are already covered under the Centre’s SVAMITVA scheme, where property cards were provided through drones. Now it will be expanded across the entire city.
