He also informed that this fine is imposed under the Kolkata Police Act. It has nothing to do with the Motor Vehicle Act.

He also explained why this is done. The surgeon said that actually walking with a phone in your ear is not a violation of any law directly related to vehicles. Therefore, it does not fall under the Motor Vehicle Act. A fine is imposed under the Kolkata Police Act.
Fines are levied at specific places
