Who is a BLO?

A BLO is an officer of the Election Commission responsible for keeping the voter list for a specific constituency accurate and updated. Most BLOs are employees already employed in government departments—such as education, health, or panchayats—who are given this responsibility as an additional job.

What is a BLO’s salary?

Because a BLO is not a permanent position, they do not receive a regular salary. The Election Commission determines its honorarium.

After a recent increase, BLOs receive an annual honorarium of approximately ₹12,000.

In addition, when the Special Electoral Roll Revision (SIR) or annual revision is underway, BLOs receive an incentive of ₹1,000 to ₹2,000.

Since BLOs are required to go door-to-door to collect data, collect forms, verify documents, and update them online, this honorarium is given in recognition of their extra efforts.

What are the main tasks of BLOs?

1. House-to-house gathering of information

BLOs visit their areas to find out who has registered as a new voter, who has moved to another area, and whose names need to be removed.

2. Completing and Submitting Forms

BLOs are responsible for assisting people in filling out forms such as Form 6 (new name), Form 7 (deletions), Form 8 (corrections), and Form 8A (transfer).

3. Verifying Documents

Verifying all voter identification documents—such as address, age, and identity—is a crucial function of the BLO.

4. Updating the Voter List

Whenever the annual revision or SIR process is underway, BLOs review the entire list, correcting errors, removing outdated entries, and updating photographs.

5. Creating Public Awareness

BLOs educate citizens on how to add names to the voter list, what documents are required, and why voting is important.

6. Updating on Digital Platforms

Today, BLOs instantly upload new voter records through mobile apps—such as the BLO App (formerly the Garuda App)—and online portals.
