The Department of Pension & Pensioners’ Welfare (DoPPW) has declared the 4th national-level Digital Life Certificate (DLC) Campaign, which will take place from November 1 to November 30, 2025. This campaign will cover more than 2,000 districts and sub-divisional headquarters in the country and is said to be the largest outreach to pensioners.

The intent of this month’s activity is to reach the remotest areas of the country, according to the Ministry of Personnel, Public Grievances & Pensions. This will give every pensioner, including elderly pensioners, pensioners with disabilities, and pensioners who are not physically able to travel, the capability to digitally present their life certificate and receive their pension without leave.

What is a Digital Life Certificate (Jeevan Pramaan Patra)?

The Digital Life Certificate (DLC), also known as Jeevan Pramaan Patra, is an Aadhaar-based digital verification system for pensioners. It utilizes biometric authentication through fingerprint or facial recognition for authentication. The certificate issued to the pensioner has a unique Pramaan ID, which is automatically shared with the pension disbursing authority like a bank or post office.

This system eliminates the requirement for the pensioner to go to the bank or office once every year to provide proof of life, which is often time-consuming, especially for pensioners who may not be healthy or mobile.

DLC Campaign 4.0

The 2025 campaign follows the success of DLC Campaign 3.0, which generated 1.62 crore certificates, including 50 lakh through face authentication, across 800+ districts last year. This year, the goal is to generate over 2 crore DLCs.

The campaign is conducted with 19 pension disbursing banks, India Post Payments Bank (IPPB), Railways, CGDA, UIDAI, DoT, MeitY, and 57 Pensioners’ Welfare Associations (PWAs). IPPB will use its 1.8 lakh postmen and Gramin Dak Sewaks (GDS) to provide doorstep DLC services for all pensioners, with mobile devices supporting fingerprint and face authentication.

Click “Download” and enter your email ID.

Enter the OTP sent to your email.

Download and install the Jeevan Pramaan software for Windows.

Follow instructions to generate and submit your DLC online.

Is Physical Submission Still Required?

DLC is optional. Pensioners who prefer the offline method can still submit life certificates at bank branches, post offices, or designated camps.

Awareness Drive

To reach maximum pensioners, banks and IPPB will run awareness campaigns via SMS, WhatsApp, social media, banners, and local media. State broadcasters like Doordarshan (DD) and All India Radio (AIR) will also help spread the information.

The DLC Campaign 4.0 is a major step toward digitizing pension services, making it easier for India’s 70 lakh central pensioners to receive pensions conveniently, safely, and without interruption.
