The Government of India is all set to take another step to empower the youth of the nation. As it is reported, PM Narendra Modi will launch various youth-centric initiatives worth over Rs 62,000 crore on Saturday. The scheme envisages upgrading 1,000 government ITIs to a ‘hub-and-spoke’ model, comprising 200 hub ITIs and 800 spoke ITIs. This initiative will help the youth to shape their future in a more methodical way.

What is the initiative about

The “hub and spoke” model is a delivery system that works like a bicycle wheel, with a “hub” (center) connecting all the “spokes” (smaller, subsidiary locations). Each “hub” will be connected to an average of four “spokes,” creating clusters equipped with advanced infrastructure, modern enterprises, digital learning systems, and incubation facilities. According to the PMO, key industry partners will manage these clusters and ensure outcome-based skills aligned with market demand. Hubs will also house innovation centers, trainer training facilities, production units, and placement services, while spokes will focus on expanding access.

“Collectively, PM-SETU will redefine India’s ITI ecosystem, making it government-owned yet industry-managed, with global co-financing support from the World Bank and the Asian Development Bank,” the statement said. In the first phase of the scheme’s implementation, special attention will be given to ITIs in Patna and Darbhanga, Bihar.

How this will help the youth?

The Prime Minister will also inaugurate 1,200 vocational skill laboratories set up in 400 Navodaya Vidyalayas and 200 Eklavya Model Residential Schools across 34 states and union territories, the PMO said. These laboratories will provide hands-on training in 12 high-demand sectors, including IT, automotive, agriculture, electronics, logistics, and tourism, to students from remote and tribal areas, among others. In line with the National Education Policy 2020 and the Central Board of Secondary Education (CBSE) curriculum, the project involves training 1,200 vocational teachers to provide industry-relevant education and lay the foundation for employment. The program will focus specifically on transformative projects in Bihar, reflecting the state’s rich heritage and young demographics, the statement said.

PM Modi will also launch Bihar’s revised “Mukhyamantri Nischay Swayam Sahayata Bhatta Yojana,” under which approximately five lakh graduates will receive a monthly allowance of ₹1,000 for two years, along with free skill training. He will also launch the revamped “Bihar Student Credit Card” scheme, which provides interest-free education loans up to ₹4 lakh. More than 3.92 lakh students have already received loans worth over ₹7,880 crore under this scheme. To further strengthen youth empowerment in the state, PM Modi will formally inaugurate the Bihar Youth Commission, a statutory commission for people aged 18 to 45, aimed at harnessing the potential of the state’s youth population, according to a statement.
